Project Description:

The applicant proposes to rehabilitate the Taylor Pond Dam to bring the dam into compliance with NYSDEC Dam Safety Regulations. The project includes dam crest and embankment modifications and repairs associated with the existing outlet works at the center of the dam. The project consists of five general phases of construction, as follows: 1. Construction Mobilization and Startup: Erosion control and construction access. 2. Dam Embankment Seepage Control Improvements: Install a seepage blanket across the toe of the dam, install two trench drains located at each of the embankment and abutment contacts. 3. Dam Crest and Embankment Modifications: Raising the downstream crest, embankment and existing concrete corewall, and installing a tieback and anchor system to stabilize the raised concrete corewall. 4. Low Level Outlet Modifications: Demolition of the existing gate house, debris removal from intake and within outlet conduit, install new inlet trash racks, install new outlet gates and actuators within the existing outlet structure; raise the outlet structure to the new crest elevations, install operator platform and gate stands. 5. Armoring Upstream Dam Crest and Primary Spillway Channel Grade: Reconstruction and grading the upstream crest, place riprap protection on the upstream dam face and to fill scour damage at the lower primary spillway concrete grade control structure. 6. Construction Demobilization: Remove temporary bridge structure, re-establishing access and stabilizing to preconstruction conditions. This project is also under review by the Adirondack Park Agency #2013-131.

Project Description:

The applicant proposes the installation of approximately 1,220 linear feet of shoreline stabilization on Lake Champlain. The project also includes rip rap protection around 10 trees and the replacement of a culvert. The proposed shoreline stabilization is 1,000' of rock rip rap equaling 800 cubic yards, with four 30'W x12'L granite ramps every 350'-150' to provide a transition area for aquatic life. Approximately 250' of the rip rap, two of the 30' ramps and the culvert replacement are within the 100' adjacent area of NYSDEC Wetland # RP-3. The project is located on Kings Bay Road off of RTE 9B in the Town of Champlain.

Project Description:

The Department has prepared draft permits and made a tentative determination to renew the existing Air Title V and Title IV permits for the Indeck-Corinth Energy Center.

The existing permits have been modified as a result of the repeal of New York State's Nitrogen Oxide (NOx) and Sulfur Dioxide (SO2) budget trading programs. Permit conditions associated with those requirements have been replaced with similar requirements under the CAIRs for NOx ozone season, NOx annual, SO2 and Carbon Dioxide (CO2) budget trading programs.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.3(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing.
