Project Description:

The permittee proposes to expand the existing 12 acre sand and gravel mine 12 more acres southward for a 24 acre life-of-mine on a 32.3 acre parcel owned by the permittee. Existing mining methods including processing would continue as currently permitted. The expansion does not impact any protected natural resources and it would be reclaimed as meadow and woodland consistent with the current conditions.

State Environmental Quality Review (SEQR) Determination:

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

The applicant proposes to rehabilitate two (2) existing wells for public water supply and install approximately 60,000 linear feet (11.4 miles) of new 8-inch ductile iron water main and appurtenances, one (1) connection to the existing 14-inch transmission main located on the southern side of the CSX Railroad tracks, one (1) connection to the existing water main located adjacent to the existing Water District No. 1 elevated water storage tank on Bishop Road, three (3) connections to existing Town of Richland water main, installation of a bi-directional flow meter and booster chlorination equipment at the Towns of Sandy Creek and Richland municipal boundary, rehabilitation of two (2) control valve stations. Hydrants will also be installed. No permanent impact to wetlands or streams will occur as a result of this project.

Project Description:

The applicant proposes to install 95,000 linear feet (18.0 miles) of new 8-inch ductile iron water main and appurtenances, installation of a new elevated water storage tank, and installation of a connection between the Town of Sandy Creek Water District No. 1 and the Town of Richland's water system. The proposed water mains will be installed within the State and County Highway right of ways as well as within the right of ways of local roads. Temporary impacts to both NYSDEC and USACE jurisdictional wetlands and streams are proposed.
