Public Notice

The New York State Department of Environmental Conservation (NYS DEC) has received a Brownfield Cleanup Program (BCP) application and Remedial Investigation Work Plan (RIWP) from Crestwood Builders Group, Inc. for a site known as 300 and 308 Columbus Avenue, site ID #C360136. This site is located in the City of Tuckahoe, Town of Eastchester, within the County of Westchester, and is located at 300-308 Columbus Avenue 10707. Comments regarding this application and RIWP must be submitted no later than November 15, 2013. Negative Declaration

Dutchess County - The New York State Department of Environmental Conservation Region 3 office, as lead agency, has determined that the proposed Daley Farm Mine will not have a significant adverse environmental impact. The proposed project involves the modification of the existing permit to expand the 10 acre mine by 13.5 acres and expand the existing pond by 9 acres. Mining of the proposed expansion area will involve the removal of approximately 750,000 cubic yards of material over an operational period of 25 years. A portable screening plant will be continue to be utilized at the site for material processing. The existing mine is located on a 98 acre parcel of land. The project is located on the East side of North Avenue (County Route 72) in the Town of Pleasant Valley, New York.

Putnam County - The Putnam Valley Planning Board, as lead agency, has determined that the proposed 16 Lake Road, Inc. will not have a significant adverse environmental impact. The proposed project involves the construction of a single family residence, asphalt driveway, septic system, potable water well, stormwater practices, and other site amenities. The project is located on 1.03 ± acres of land on Peekskill Hollow Road and within the R-3 Zoning District in the Town of Putnam Valley, New York.

Sullivan County - The Town of Liberty Planning Board, as lead agency, has determined that the proposed Promise Ministries International, will not have a significant adverse environmental impact. The proposed project involves construction of two new buildings including an 8,000 square foot multi-purpose building to include camper housing, kitchen, dining room and recreation space. The second building will include the pastor's residence, several guest rooms and a meeting/class rooms. A parking lot will be constructed which will include parking and maneuvering space for not less than 32 cars and 3 buses. The driveway will be widened to 18 foot paved. The camp will be served by on-site wells and septic disposal systems. The pond will serve as both a recreational feature and for fire suppression in the new structures. A dry hydrant will also be installed in the pond for use by the fire department. Applicant shall install a dumpster equipped with a compactor. The camp will operate during the summer season with occasional weekend use by small groups during the season from May to September. The project is located at 172 Scheibe Road in the Town of Liberty, New York.

Notice of Completion and Acceptance of Draft EIS and Public Hearing

Westchester County - The Village of Dobbs Ferry Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Mercy College Dormitory. A public hearing on the Draft EIS will be held on November 7, 2013 at 6:30 p.m. at Village Hall, 112 Main Street, Dobbs Ferry, NY 10522. Comments are requested and will be accepted by the contact person until November 18, 2013 or 10 days following the close of the public hearing, whichever is later. The comment period may be extended at the discretion of the Village of Dobbs Ferry Planning Board. The Draft EIS is available from the contact person listed below and on line at: http://www.dobbsferry.com/Projects-and-Initiatives/Mercy-College-Dorms/.

The College proposes to construct a new 350 bed dormitory totaling 89,450 square feet, which would be located on the Dobbs Ferry portion of the Main Campus, immediately to the north of Mercy Hall. The proposed four story building would have a footprint of approximately 24,000 square feet and contain a total of 78 suites, which includes Resident Advisor (RA) single rooms and a Resident Director (RD) apartment. The proposed dormitory building would measure 49 feet 11 inches in height, as defined by the Village of Dobbs Ferry Zoning Code.

The "Main Campus" for Mercy College is located within the Villages of Dobbs Ferry and Irvington, New York. The address for the Campus is 555 Broadway, Dobbs Ferry, New York. The proposed dormitory would be located on portions of two parcels within the Campus designated on the Tax Assessment Map of the Village of Dobbs Ferry as Section/Block/Lot Numbers 3.40-4-16 and 3.40-4-21. The "Project Site" is an undeveloped open lawn area within the Campus of approximately 1.88 acres immediately to the north of Mercy Hall and immediately to the east of Main Hall.

Notice of Acceptance of Final SEIS

Westchester County - The Town of Somers Planning Board, as lead agency, has accepted a Final Supplemental Environmental Impact Statement on the proposed Granite Pointe Subdivision - Application for Final Plat Approval. The Final SEIS is available from the contact person listed below and on line at: http://www.somersny.com/pages/index.

The action involves the proposed approval of a subdivision plat fro 23 single family residential lots on 28.8 acres, including the approval of the required environmental permits and a request for approval of a soil remediation plan to eliminate deposited lead, the presence of which was discovered after the Town of Somers Planning Board completed the original environmental review for the proposed action. The project is located on Tomahawk Street (NYS Route 118) in the Town of Somers, New York.
