Dutchess County - The Village of Tivoli Board of Trustees, as lead agency, has determined that the proposed Village of Tivoli Waterfront Acquisition - Additional County Parcel will not have a significant adverse environmental impact. The Village previously purchased the approved acquisition of approximately 2.34 acres of land owned by CSX, and a related subdivision approval and area variances. The original property consists of two sections on either side of the CSX railroad tracks for public purposes. The eastern section of land lies to the east of the railroad tracks, near the terminus of the Dutchess County Route 78 right-of-way, and the western section of land lies between the CSX tracks and the Hudson River. The original property includes 0.211 acres of lands underwater or formerly underwater, which will require cooperation with the New York State Office of General Services to obtain a grant for the property. The Village of Tivoli proposes to acquire from Dutchess County an additional adjacent parcel of approximately 0.18 acres located east of the CSX railroad tracks and north of Diana Street. No development of the parcel is proposed at this time. Future development of the parcel is dependent on availability of funding as well as further discretionary approvals. Prior to authorization of any funding for the planning and eventual development of the site, a separate site-specific environmental review will be conducted under SEQR.

Notice of Acceptance of Draft EIS and Public Hearing
Westchester County - The City of Mount Vernon City Council, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed RMF-SC Multi-family Senior Citizen Housing Floating Overlay Zone. A public hearing on the Draft EIS will be held on October 16, 2013 at 7:00 p.m. at the Mount Vernon City Council Chambers, City Hall, 1 Roosevelt Square, 2nd Floor, Mount Vernon. NY 10550. Written comments on the Draft EIS will be accepted until 5:00 p.m. on October 28, 2013. The Draft EIS is available from the contact person listed below.
The action involves the adoption of the proposed Multi Family Senior Citizen Floating Overlay Zone (RMF-SC) Code Amendments with the corresponding repeal of the RMF-SC-25 zone, Rezoning and Zoning Map Amendments to apply the RMF-SC floating overlay on all listed parcels. The RMFSC, Multifamily Senior Citizen Housing Floating Overlay Zone will replace a zoning district adopted in 1996 entitled the "RMF-SC-25 Multifamily Senior Citizen Residence District" with permitted uses and associated provisions identified in Section §267-17, Section §267a and Section §267c of the City of Mount Vernon's Zoning Code (and discussed further in Section 126.96.36.199 of this Draft GEIS). With the adoption of the Proposed Action, six of the eight properties currently under the RMF-SC-25 designation will have the zoning designation applicable to adjacent properties applied (listed below), and then the new RMF-SC Floating Overlay Zone will be superimposed. The City's official zoning map will be amended accordingly. The project is located in the City of Mount Vernon, New York.
