Project Description:


The Department has prepared a draft permit and has made a tentative determination to issue a new State Facility Permit for Vassar College. Air emission sources at the facility include five dual fuel boilers, which supply heat to campus buildings, and a natural gas chiller. There are also emission sources at the facility which are exempt from permitting, including small boilers and emergency generators. Emissions of nitrogen oxides, sulfur dioxide, and greenhouse gases will be capped below major stationary source thresholds and therefore, the facility is not subject to Title V requirements.

By acceptance of this permit, the permittee agrees that the permit is contingent upon strict compliance with the ECL, all applicable regulations, the General Conditions specified and any Special Conditions included as part of this permit.

Persons wishing to inspect the subject files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. The Draft Permit may be viewed and printed from the Department website at: http://www.dec.ny.gov/chemical/32249.html.

DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Comments and requests for a legislative public hearing should be in writing and addressed to the Department representative listed below. The Department has made a tentative determination to reissue SPDES permit #NY0272604 for Annarella Ristorante (location formerly known as Vincent's Restaurant), located at 276 Malden Tpke., Saugerties, to discharge up to 2050 gallons of treated wastewater per day to the Sawyer Kill (Water Index #H-172, Class C).

The applicant proposes to use the existing treatment system. The permittee will be required to maintain records and report data to verify compliance with the SPDES permit conditions and discharge limits.

A draft SPDES permit with DEC proposed effluent limits and monitoring requirements is available for review at the DEC Region 3 headquarters in New Paltz.
