The Department of Environmental Conservation (DEC) has prepared a draft permit and has made a tentative determination to issue a renewal to State Pollutant Discharge Elimination Systems (SPDES) permit (NY# 0026344) for groundwater discharge, class GA, for Hydrostatic tank testing and truck loading/unloading.&

DEC proposes to incorporate the following modifications to this permit: -Hydrostatic Tank Test requirements have been added to Outfall 05A. -Discharge to groundwater limits for parameters have been added for Outfall 005. Truck loading/unloading area limits for parameters have been added for Outfall 006. -Best Management Practices for industrial facilities have been added. -General Conditions have been updated.

State Environmental Quality Review (SEQR) Determination:

Project is not subject to SEQR because it is a Type II action.

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
