Project Description:

The applicant proposes a discharge of 0.072 MGD of treated wastewater to an untamed tributary to the Saranac River a class C(T) waterbody from a biological and chemical treatment facility located southwest of Kent Falls Road approximately 1.5 miles west of Sand Road. The applicant plans to collect contaminated groundwater seeping from the closed Schuyler Falls Landfill and treat it through two pilot treatment plants. Each pilot plant will treat a portion of the landfill seepage flow. The proposed pilot treatment systems include a limestone contactor, settling basins, wetland plant bed, artificial filtration media and activated carbon polishing. Operation of each plant will allow the permittee to monitor the performance of each pilot treatment system and determine the most effective treatment technology for the final full scale treatment system.

The Department has made a tentative determination to issue a State Pollutant Discharge Elimination System (SPDES) permit under Article 17 of the Environmental Conservation Law. This tentative determination indicates that the discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time. As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance. As such, this tentative determination does not signify department approval for or endorsement of the activity for which a permit is sought or for the overall proposed project. Project Description:

Warren County proposes the Runway 01 End Obstruction Removal Project, to bring Floyd Bennett Memorial Airport into compliance with Federal Aviation Administration safety standards. The following disturbances are proposed in Freshwater Wetland H-3 (Class 1): cutting and clearing 12.75 acres of trees, with no ground disturbance or removal of tree stumps/roots; temporary construction access roads, affecting 0.074 acre of wetland. Disturbance to the wetland adjacent area includes 4.37 acres of tree clearing and 2.45 acres of clearing and grubbing. An undisturbed vegetative buffer will remain along the edge of Queensbury Avenue to provide a visual screen. The project includes removal of about 70 acres of trees, from an area near the south end of the north-south runway and extending 4,500 feet to the south.

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:
