Project Description:

Construction of a multi-use residential development on an approximately 11.62 acre property located at 1360 Loudon Road (US Route 9). The proposed development includes seven (7) multi-unit condominium buildings with 92 units; one (1) apartment building with 30 units; one (1) retail/office building (10,000 sq. ft.) and one (1) clubhouse. The project will require the extension of the sanitary sewer and potable water utilities to the site which are found along US Route 9. The development project will permanently impact approximately 0.41 acres of federally regulated wetlands. As mitigation for the proposed wetland impacts, approximately 0.34 acres of wetlands will be created and 0.48 acres of wetlands will be enhanced.

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The Department has made a tentative determination to issue a permit to Von Roll USA Inc. for the proposed installation and operation of four new vertical storage tanks with design capacities less than 10,000 gallons that will store vinyl toluene, xylene, synasol, and Methyl Ethyl Ketone, which will be used in the Building RV33 resin manufacturing processes. Each storage tank will be equipped with a conservation vent in accordance with 6 NYCRR Part 229.3(e)(v). Each storage tank will be operated with a nitrogen blanket with exception to the vinyl toluene tank. Persons wishing to inspect the subject files, including the application with all relevant supporting documentation, the draft permit,and all other materials available to the DEC that are relevant to this permitting decision should contact the DEC representative listed below.
