Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a new State Facility Permit for the operation of the Bloomberg LP Facility that is a data processing center located in Orangetown, Rockland County, New York. The facility operates up to eight emergency generators to supply onsite power when utility services are interrupted.

This is a synthetic minor permit where all of the sources associated with this facility are either exempt from permitting or trivial in size. Oxides of Nitrogen (NOx) emissions are capped below major stationary source thresholds by limiting the combined operation of exempt generators to 949 hours annually. Therefore, the facility is not subject to Title V permitting. The facility is subject to various monitoring, recordkeeping and reporting requirements under Part 201, 225 and 227.

The Standard Industrial Classification representative of the facility is 7379 - Computer Related Services.


By acceptance of this permit, the permittee agrees that the permit is contingent upon strict compliance with the ECL, all applicable regulations, the General Conditions specified and any Special Conditions included as part of this permit.

Persons wishing to inspect the subject files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing.
