Project Description:

The DEC is proposing to issue a Title V Air Permit renewal to Huron Real Estate Associates, LLC, for its facility in Endicott, NY. This renewal also incorporates a condition implementing the DEC's revised NOx RACT rule.

Huron owns and operates four fossil-fuel fired boilers that provide steam to the Huron campus in Endicott, NY. The boilers are classified as "large" boilers under the DEC's NOx RACT regulation. Boilers 1, 2 and 3 have a rated heat input capacity of about 149.2 million Btu/hr, and Boiler 4 has a rated heat input of 156.1 million Btu/hr. The boilers fire natural gas or No. 2 oil. The boilers will meet the presumptive limit under 6 NYCRR Part 227-2.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.3(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. The Draft Permit and Permit Review Report may be viewed and printed from the Department web site at: http://www.dec.ny.gov/chemical/32249.html.

DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Comments and requests for a public hearing should be in writing and addressed to the Department representative listed below. The Department has prepared a draft permit and has made a tentative determination to issue Novelis Corporation a new Air State Facility (ASF) permit. Novelis Corporation operates a secondary aluminum processing facility in the town of Scriba, NY. The ASF permit will allow the construction and operation of three new aluminum finishing lines, a pusher furnace, and two scrap dryers. This project is subject to Prevention of Significant Deterioration (PSD) provisions for the emissions of Carbon Dioxide Equivalents (CO2e). There are limits in this permit addressing the requirement to apply Best Available Control Technology (BACT) to CO2e emissions in accordance with the provisions of PSD.

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a Title V Air Permit renewal to Dominion Transmission Inc., for its facility in Ithaca, NY. This renewal also incorporates a condition implementing the DEC's revised NOx RACT rule.

Borger Station is a natural gas transmission facility consisting of three stationary gas turbines. Potential emissions exceed the major source threshold for NOx; actual emissions are much lower, about 50 TPY. DEC has determined that add-on emission control for the two older units is not cost-effective. The third, newer turbine is subject to a much lower emission limit than NOx RACT.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.3(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.
