Negative Declaration

Seneca County - The Town of Seneca Falls Town Board, as lead agency, has determined that the proposed Seneca Meadows Landfill Proposed Rail Facility and Zoning Change will not have a significant adverse environmental impact. The action involves the zoning change for five (5) parcels of property along NYS Route 414 identified consisting of 41.59 acres that includes a change from 33.81 acres of C-2 Highway Commercial and 2.94 acres from A-2 Agricultural to M-1 Industrial. A 4.84 acre portion of parcel 33-1-16.4 is already zoned M-1. These changes will allow existing uses to continue and future potential uses that are consistent with the permitted uses within the M-1 Industrial zone.

Seneca Meadow Inc (SMI) is considering the use of parcel 33-1-16.112 comprised of 17.7 acres for a rail facility using trains in lieu of trucks to transport some landfill construction materials and municipal solid waste for disposal at the landfill. No specific uses are being considered for the other three SMI parcels. SMI is considering the purchase of parcel 33-1-73 from John Marro Jr but no specific changes in use are planned.

While considered to be one project, the rail facility will be built in two phases. Phase 1 of the rail facility would be located on SMI property currently zoned M-2 (a permitted use) south of Salcman Road and west of parcel 33-1-16.112. Phase 2 development of the rail facility may occur at some point in the future but only if market conditions warrant.

The project is located 1786 Salcman Road in the Town of Seneca Falls, New York.
