The New York State Department of Environmental Conservation (DEC) is proposing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0028240), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS). This modification will also serve to renew the SPDES permit, the term of which was extended under the State Administrative Procedures Act (SAPA).
The Saratoga County Sewer District #1 Wastewater Treatment Facility has a design flow of 43.4 MGD. The current treatment plant includes: screening, grit removal, primary clarification, activated sludge, secondary clarification, and UV disinfection. Sludge is incinerated.
The following changes to the permit are proposed: - Interim limits are no longer applicable and have been removed. - pH and temperature will be continuously monitored and recorded. -TRC and Cyanide limits changed because of revised Water Quality Based Effluent Limits (WQBELs). - Whole Effluent Toxicity action levels reflect precise dilution ratio. - Action Levels of Arsenic, Cadmium, Chromium, Fluoride, Nickel, Zinc, Trichloroethylene, and Tetrachloroethylene are replaced by Monitor only as they are detected below 1/10 of the WQBELs. - A Stormwater Pollution Prevention Plan has been added. - Limits are rounded to two significant digits. - General Conditions have been updated.
