Project Description:

The applicant proposes to construct an approximate 6,336 linear foot asphalt bike path on an old railroad grade, 1,584 foot long stone walkway on an old railroad spur, and an observation deck on an old concrete foundation. Approximately 4,100 feet of the asphalt path, the stone path and observation deck is located within freshwater wetland LW-4. The project is located north and east of the Chadakoin River between Clifton and Outlet Avenues.

State Historic Preservation Act (SHPA) Determination:

A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

As part of planned improvements to the park, the applicant proposes to install a 45 linear foot culvert pipe within an open ditch for driveway access, and to construct a parking area using asphalt millings near the entrance of Dann Lake Park. Work will impact 0.09 acre of the regulated adjacent area of Freshwater Wetland CC-45. The site is located approximately 1,200 feet west of the Transit Road, Dann Road intersection.

The applicant proposes changes to a dam (in Emery Park) which is approximately 700 feet southeast of the intersection of Bailey and Lewis Roads. The crest of both the embankment and spillway would be lowered to reduce the Hazard Class from "C" (high hazard) to "A" (low hazard). The embankment crest would be lowered by 6.5 feet and the overflow spillway by 8.5 feet.
