Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a Title V Permit renewal to Binghamton University for operation of its central heating plant. The heating plant consists of four multi-fuel high temperature hot water generators, capable of combusting coal, wood, natural gas or propane. The facility's NOx emissions are capped below 100 tons per year. This draft was noticed on October 31, 2012 at: http://www.dec.ny.gov/enb/20121031_reg7.html, but since has been revised to address new sulfur limits in fuel.

In accordance with 6 NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V permit if it is determined not to be in compliance with the applicable requirements of the Clean Air Act or 6 NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. The Draft Permit and Permit Review Report may be viewed and printed from the Department web site at http://www.dec.ny.gov/chemical/32249.html.

DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Comments and requests for a public hearing should be in writing and addressed to the Department representative listed below. DEC Region 7 has made a tentative determination to approve a new 5 acre bluestone quarry off Hargrave Road in the Town of Windsor. A 1 acre exploratory permit was previously issued. 2 acres of unaffected land would be impacted during the first 5 year permit term. Clifford Grosvenor of New Milford, PA is the applicant and Elizabeth Blewett of Windsor is the property owner. The site would be reclaimed to forested wildlife habitat and stable slopes of 1:1.5 grade or less. No significant adverse impacts are expected. The application and project plans are available for review.

Project Description:

The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments, and made a tentative determination to approve this permit for the applicant's existing manufacturing facility, located at 3643 State Route 281, Cortland, NY. The permit is a renewal of the facility's existing Title V permit.

The facility manufactures disposable and cleanable filter elements, filtration systems, filter housings, and metal filter media. Process operations include filter bubble point testing, metal forming, filter drying and testing, surface coating of parts, and research and development operations.

Emissions from this facility are controlled in accordance with multiple State and Federal regulations. Additionally, the draft permit has enforceable conditions which limit (cap) the annual emissions of volatile organic compounds (VOCs) emitted from the facility. The facility is required to conduct periodic monitoring of emission sources and maintain records which verify the facility's actual emissions of VOCs. This data must be reported to the Department in annual compliance certification and semi-annual monitoring reports.
