Project Description:

The Department intends to modify the permit for an existing discharge of up to 1333 gpd of treated sanitary wastewater to the West Branch of the Ausable River from the restaurant's treatment plant. The modification is necessary due to recent changes made to the treatment system which requires a change in permit limits. The previously existing 2500-gallon septic tank was replaced with a 2000-gallon tank in May 2013. Therefore, the permit limits for flow, BOD and TSS load limits have been reduced in consult with NYS DOH and in accordance with the DOW TOGS. The dates of the seasonal limits were changed from June thru September to May thru September to more accurately reflect the recreational use of the river and to be consistent with other SPDES-permitted facilities in the watershed. The Settleable Solids (SS) numeric limit was decreased from 0.3 ml/L to 0.1 ml/L and the sampling frequencies for pH was changed from weekly to daily in accordance with TOGS 1.3.3. The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The Department has prepared a draft permit and made a tentative determination to issue a renewal of the Air State Facility (ASF) permit for the Cascades Tissue paper manufacturing facility. The facility currently operates under an ASF permit for emissions from one boiler and one 2-burner Yankee dryer. The draft renewal permit contains conditions which limit emissions of nitrogen oxides and sulfur dioxide to minor source levels. There are no other pollutants with major source level potential emissions.
