Ontario County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Modification and Expansion of Mining Operations - Gifford Road Pit will not have a significant adverse environmental impact. The action involves a proposal by Syracuse Sand and Gravel LLC to connect its two adjacent, separately permitted sand and gravel mines in the Town of Phelps, resulting in a single excavation spanning both sites. A 25 foot wide former buffer, adjacent to the Lake Road Pit southern lot line, will be added to the Lake Road LOM area. This 0.3 acre expansion will allow excavation to the southern lot line. Excavation in a 16 acre section of the Gifford Road Pit, already permitted to its northern lot line, is proposed to be deepened to approximately 8 feet below the water table elevation, allowing the Gifford Road Pit excavation to merge with and enlarge the Lake Road Pit pond, with a mine floor elevation of approximately 532 feet Mean Sea Level (MSL).
Operation of both mines will continue surface extraction of sand and gravel from approximately 8 feet below the local water table, will enlarge the existing pond on the Lake Road site to 48.4 acres, and add 12 acres of pond on the adjacent Gifford Road site for a total pond surface of 60.4 acres, based on mining plan and reclamation plan contours.
The project is located northeast of the intersection of Lake Road and Gifford Road in the Town of Phelps, New York.
