The New York State Department of Environmental Conservation (NYS DEC) has received a Brownfield Cleanup Program (BCP) application from WB Pinebrook Associates, LLC for a site known as the Chatsworth Coal & Supply Site, site ID #C360132. This site is located in the City of Larchmont, within the County of Westchester, and is located at North Avenue and 2101 Palmer Avenue 10538. Shandaken SPDES Semi-Annual Meeting

The New York City Department of Environmental Protection (NYC DEP) is pleased to announce that the next semi-annual public meeting, held per the Shandaken SPDES permit, will be held from 10:30 a.m. to 12:00 p.m. on Thursday, August 29, 2013, at the Schoharie Watershed Office, 6049 Main Street, Tannersville NY. NYC DEP will discuss the progress of activities conducted pursuant to the SPDES permit.

The meeting is open to the public and public input is welcome.

Negative Declaration

Rockland County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed CSX Transportation Haverstraw Track Upgrade Universal Crossover Project will not have a significant adverse environmental impact. The action involves the proposed Excavation/Fill below Mean High Water of Hudson River (DEC Waters Index # H-portion, class SB) for shoreline stabilization and culvert work associated with installation of Universal Crossover and 2nd mainline track on portion of existing CSX River Sub rail line in the Town of Stony Point. The project is located in the CSX Right-of-Way from Railroad milepost QR 35.7 (just north of Battlefield Road) to QR 37.8 (just north of merging of NYS Routes 9W & 202) in the Town of Stony Point, New York.

Westchester County - The Village of Sleepy Hollow Board of Trustees, as lead agency, has determined that the proposed Village of Sleepy Hollow Water Supply Improvement Program will not have a significant adverse environmental impact. The action involves the enhancement of the Village's existing water supply infrastructure to include an additional 1.65 ± million gallon reservoir and supporting piping and pump improvements. The project is located on Lake Road in the Village of Sleepy Hollow, Town of Mt. Pleasant, New York.

Westchester County - The Town of North Castle Planning Board, as lead agency, has determined that the proposed Mark Real Estate - Mariani will not have a significant adverse environmental impact. The action involves zoning amendments to the NB Nursery Business Zoning District to allow for less restrictive and additional uses in the NB Zoning District. Changes include, but are not limited to various zoning text amendments and site plan amendments to permit the creation of a new Accessory Wine Bar and Café in place of the existing Accessory Café as well as the expansion of the café from 1,000 square feet with 16 seats to 3,500 square feet with 72 seat. In addition, the project involves increasing the hours of operation of the café and permitting the sale of home furnishings and accessories. Furthermore, the Proposed Action includes amended site development plan approval from the North Castle Planning Board to depict the proposed changes of use and the creation of four parking spaces. The project is located at 45 Bedford Road in Armonk, Town of North Castle, New York.

Positive Declaration and Public Scoping

Westchester County - The Town of Somers Town Board, as lead agency, has determined that the proposed Boniello Land and Realty Limited - Somers Crossing may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. A public scoping session will be held on September 12, 2013 at 7:30 p.m. at the Town House, 335 Route 202 , Somers, NY 10589. The action involves a petition requesting creation and approval of a new Multifamily Residence Downtown Hamlet (MFR-DH) Floating Zone District with consideration of application to a specific site. The proposed floating zone would be applicable to any property located within 2,500 feet of the intersection of Routes 100 and 202. The parcel is located across Route 202 from the entrance to the Heritage Hills development and is adjacent to the Somers Town Centre shopping center. The Applicant's proposed district would provide senior care facilities and additional shopping opportunities and required location within an existing, expanded or new sanitary sewer district, be served by central water system and have access to community facilities and services. All standards of subsection A(1) through (15) of MFR_BP Multifamily Residence Baldwin Place District (Section 170-13A of Town Code be applicable to establishment of MFR-DH district. New MFR-DH District would be applied to 26.68 acre property located at 307 New York State Route 100 in the Town of Somers, New York. The 26.68 acre parcel has wetland and steep slope constraints affecting approximately 6.21 acres. The property is currently zoned R-40 Residence for a depth of 250 feet along its Route 202 frontage with the remaining zoned R-80 Residence District. Access to the parcel would be partly from Route 202 and partly from Route 100.
