Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue an Air State Facility permit renewal to Hannay Reels to incorporate the revised requirements of 6NYCRR Part 228-1. This renewal includes several minor updates made at the request of the applicant. Hannay Reels operates under a facility specific RACT variance, which allows the facility to use a limited amount of surface coatings with an as-applied VOC content in excess of the limits set by 6NYCRR Part 228-1. The facility is required to evaluate alternatives to these coatings on a quarterly basis, and to reapply for the variance every five years. The facility has agreed to cap its emissions of Volatile Organic Compounds (VOCs) and Hazardous Air Pollutants (HAPs) below the major facility thresholds in order to avoid the requirements of 40 CFR 62 Subpart MMMM and the need to obtain a Title V permit. The facility is located at 553 State Route 143 in Westerlo, Albany County.

Project Description:

The Town of Sand Lake proposes to make improvements to the existing Glass Lake public fishing access area along Glass Lake Road near the outlet of the Wynantskill Creek at the north end of the lake. The public access area will continue to allow only hand launched boats without gasoline engines. The Town proposes to construct a 58-foot long stabilized stone ramp, surfaced with a plant-based polymer emulsion, from the edge of the road to the lake's edge. The project includes installation of fencing, hand rails, a guide rail, and landscaping. The reconstructed Glass Lake public fishing launch will meet the Americans with Disabilities Act (ADA) guidelines for compliance.
