Project Description:

The Department has prepared a draft air permit and made a tentative determination to approve this application for a new Air State Facility permit, and a renewal and modification of the existing Part 360 Solid Waste Management permit, for an expansion of the existing Clear Flo Technologies Inc. (CFT) facility. The applicant proposes to expand its CFT facility by installing additional equipment within an existing industrial building on site to include its Clean & Green Recycling Inc (C&G) operation. C&G proposes to use alternate fuel sources such as fat, oil, and grease (FOG) to provide heat for the indirect drying of biosolids including wastewater treatment plant sludges. The dried biosolids will be marketed for soil amendment/agricultural use, or transferred to permitted disposal facilities. The additional equipment includes kilns, cooling towers, heating and cooling systems, storage tanks, and other ancillary equipment. The current CFT operation uses dewatering equipment to remove water from approved liquid wastes including wastewater treatment plant sludges/biosolids and restaurant grease trap cleanout wastes, and then treats the resultant water prior to discharging it to an existing connection to the Suffolk County Sewer District # 3 collection system. Dewatered sludges/biosolids and greases are loaded to sealed containers and transferred to permitted disposal facilities. The applicant is currently authorized to process up to 250,000 gallons per day of used cooking oils, municipal wastewater sludge and other approved liquid waste under their current solid waste permit, and proposes to increase capacity to 400,000 gpd to match the volume currently authorized and permitted under its Suffolk County Discharge Certificate. The proposed C&G operation will have a design capacity of 450 tons per day of biosolids drying capacity. Potential air emissions for all criteria pollutants, including greenhouse gas pollutants, will be capped below major stationary source Title V (40 CFR 70) thresholds, and attainment and non-attainment New Source Review (NSR) major source thresholds. The oxides of nitrogen (NOx) emissions cap of 22 tpy for the kilns will determine the amount of specific alternate fuel such as FOG that can be used in addition to natural gas, and will also determine the annual throughout rate for each alternate fuel source such as FOG that can be used in addition to natural gas. Air quality modeling shows that emissions will not cause or contribute to exceedances of the National Ambient Air Quality Standards (NAAQS), and are also below the hazardous air pollutant (HAP) major source thresholds (40 CFR Part 61 & Part 63).

The project is located on the south side of Route 109, north of the LIRR tracks, east of Albany Ave., west of Wellwood Ave. in the locality of North Lindenhurst, Town of Babylon.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
