The NYS DEC, as part of its responsibilities to maintain the Highland Mills, Flood Damage Reduction Project (Project), proposes to remove accumulated shoal material (gravel and sand) from within the engineered stream channel of the Woodbury Brook Creek, to restore the channel to original cross-sections and install riprap revetment along the southern (right) embankment to stabilize the bank where erosion has occurred. This work will occur within approximately 500 linear feet of the stream, beginning just downstream of Hall Line Drive and continuing downstream toward Woodbury Brook.

Project Description:

The NYS DEC proposes to repair and rehabilitate the Marcell Roth Dam (State ID: #213-2385) to restore the lake elevation and conduct other modifications in keeping with NYS Dam Safety regulations. Work includes repair of the concrete spillway intake, flattening portions of the upstream and downstream slopes, providing erosion protection to the upstream slope (rip-rap), improving the dams internal drainage, installing an auxiliary spillway, re-establishing an emergency low level outlet, extending the outlet pipe and incorporating a low flow outlet in the spillway to provide flow downstream during dry periods. To facilitate dam repairs, the water level in Wawayanda Lake, the entirety of which lies within NYS freshwater wetland OL-49, may be temporarily lowered by approximately 2 feet. The project requires an Article 24 freshwater wetland permit and technical review by the NYS DEC in accordance with NYS dam safety regulations.
