Project Description:

The Town of New Windsor proposes to formally consolidate its water supply and combine all previously issued Department water withdrawal permits under a single facility permit, to be known as the Town of New Windsor Consolidated Water District (WWA No. 11,623). The application for a consolidated water district is currently comprised of 14 districts previously established by the town for which Department permits have been issued for districts 1-8. This application for consolidation will incorporate the remaining districts 9-14 (district 14 to serve a proposed 90 lot residential subdivision known as Meadowbrook Estates), all approved extensions of existing water districts, outside users/service areas and the approved sources of supply. The town also proposes development and use of a new water supply well and associated facilities, identified as the Kroll Well, to be located on the parcel at 335 Mt. Airy Road in the Town of New Windsor. This new well will supply up to an additional 300 gallons of water per minute to the total approved taking (water withdrawal) for the Town of New Windsor Consolidated Water District.

The Department has prepared a draft permit and has made a tentative determination to issue a State Facility Permit modification for SUNY at New Paltz. The permit modification is for adding an emission limit on greenhouse gases and updating various permit conditions and requirements. Air emission sources at the facility include three dual fuel high temperature hot water generators, which supply heat to campus buildings. There are also emergency generators and other combustion sources at the facility. Emissions of nitrogen oxides, sulfur dioxide, and greenhouse gases from all these sources will be capped below major stationary source thresholds and therefore, the facility is not subject to Title V requirements.

By acceptance of this permit, the permittee agrees that the permit is contingent upon strict compliance with the ECL, all applicable regulations, the General Conditions specified and any Special Conditions included as part of this permit.

Persons wishing to inspect the subject files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below.
