Negative Declaration

Onondaga County - The Town of LaFayette Town Board, as lead agency, has determined that the proposed Amendment of the Town of LaFayette Zoning Ordinance will not have a significant adverse environmental impact. The action involves the amendment of the Town's zoning ordinance to add certain definitions; amend certain existing definitions; articulating certain prohibited uses; confirming and clarifying that any uses not expressly or specifically permitted are prohibited; establishing a severability clause; legislation would prohibit gas and/or petroleum exploration or extraction in each and every Zoning District within the Town of Lafayette. The project is located throughout the Town of Lafayette, New York.

Onondaga County - The Onondaga County Industrial Development Agency (IDA), as lead agency, has determined that the proposed 2013 Ultra Dairy Expansion will not have a significant adverse environmental impact. The action involves the acquisition of an interest in property located at 6750 West Benedict Road in the Town of DeWitt, New York; construction of an approximately 100,000 square foot manufacturing building expansion and construction of an electrical substation and a waste water pre-treatment facility; acquisition and installation of certain processing equipment and furnishings; the granting of certain financial assistance, including potential exemptions from sales taxes, real property taxes subject to entry into a Payment In Lieu of Taxes (PILOT) Agreement, transfer and mortgage recording taxes; and the lease (with an obligation to purchase) or sale of the project facility to the Company.

Onondaga County - The Town Board of the Town of Salina, as lead agency, has determined that the proposed Vona Zone Changes will not have a significant adverse environmental impact. The action involves the Zone changes on five (5) parcels: Four (4) from Commercial 2 Zoning District to Residential 4 Zoning District and one (1) from Residential 1 Zoning District to R-4 Zoning District. The project is located at 105 and 107 Electronics Parkway; 704, 706, and 112 Old Liverpool Road in Liverpool, New York.

Oswego County - The Town of Volney, as lead agency, has determined that the proposed Airport Water Service Area #3 will not have a significant adverse environmental impact. The action involves the installation of approximately 31,000 linear feet of 8 inch and 10 inch water distribution mains, valves, hydrants and water service lines. All main line work will be in the road rights-of-way. The project is located along portions of County Route 9, County Route 6, Weller Road, Emery Road, Calkins Road and Woodridge Road in the Town of Volney, New York.

The action involves the installation of approximately 19,000 linear feet of 8 inch and 10 inch water distribution mains, valves, hydrants and water service lines. All main line work will be in the road rights-of-way. The project is located along portions of County Route 57, County Route 6, VanBuren Drive and Chalone Drive in the Town of Volney, New York.

Oswego County - The Town of Scriba Planning Board, as lead agency, has determined that the proposed Novelis Corporation Scrap Storage Building Project will not have a significant adverse environmental impact. The action involves a 82,800 square foot storage building to receive and store scrap and to make changes to improve on-site traffic flow, to include 2 new truck entrances and a trailer drop lot to the existing Oswego Works facility. The project is located at 448 County Route 1A in the Town of Scriba, New York.
