Project Description:

The applicant proposes an expansion of a currently permitted surface sand and gravel mine located on Route 318 in the Town of Junius, Seneca County. The "new area" not previously approved is a total of 22.8 acres, divided into a 15.9-acre first phase and a 6.9-acre second phase. The total Life-of-Mine (LOM) area to be affected by mining, including areas previously approved, will be 33.2 acres. The mine will operate as a traditional surface extraction of sand and gravel. Mining is not proposed within 5 feet of the local water table. Excavation will be conducted by mechanical equipment, which is standard for sand and gravel mining operations. Processing of the natural resource will not be conducted at this site, but will be transported and utilized for construction and operations at the Seneca Meadows, Inc. landfill about 8 miles southeast of the site. The consumptive use of ground or surface water resources is not proposed for this mining operation. Vehicle maintenance or service activities will not be conducted at this site. Final reclamation will include the replacement of stockpiled topsoil to will create stabilized, revegetated open space and wildlife habitat. The mine floor elevation is proposed to be from 482-488 ft. above mean sea level. The scope of this SEQR review includes the expansion area of 22.8 acres.

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Project Description:

The Department has received an application from the Steuben County DPW to develop and operate a new 8.7 acre surface gravel mine within a 52.7 acre property in the Town of Avoca. The mine site is located on the Wayne Mitchell property, on the west side of Waterbury Hill Road. The mine entrance will be located approximately 800 feet north of the intersection of County Route 6.

The mine will involve surface excavation by bulldozer and front end loader, and is proposed to eventually remove 400,000 cubic yards of sand and gravel from the mine site over an unspecified operational life. Excavated materials will be processed on the pit floor by crushing and screening equipment. Processed material will be stockpiled for loading onto trucks. Topsoil and overburden will be stockpiled in a perimeter berm around the area to be excavated, and seeded for later use in site reclamation. Mining is not proposed to a depth below the local water table.

Hours of operation proposed are 6 AM to 4:30 PM Monday through Thursday, with no work on weekends or holidays. Final reclamation will restore the site to vegetated open land, and will include the replacement of stockpiled topsoil, and re-seeding with an approved seed mixture.

Plans show grades that will retain storm water runoff within the mined area and allow infiltration into the soil. No off site discharges are proposed. There are no streams or NY State regulated freshwater wetlands within the Life of Mine area.

The application is available for review at the Region 8 NYSDEC office, and a copy of the application materials has been sent to the Town of Avoca.

The applicant proposes to restore approximately 266 acres of agricultural field located within the Northern Montezuma Wetland Complex to wetland habitat at three sites: along Cruso Creek and the Albino Tory North & South sites, located north of the railroad tracks in the town of Savannah, Wayne County. The restoration will involve the use of low berms, creation of shallow pothole & ditches, crushing drainage tile to make then non functional and installing a water control structure. The work is part of the long term Northern Montezuma Wetland Project.
