Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue an Air State Facility permit for the Samuel A. Carlson Generating Station. The facility operates two coal-fired boilers, one large natural gas boiler (boiler #10), a large natural gas combustion gas turbine with a duct burner and a heat recovery steam generator that only burn natural gas, a medium size natural gas boiler, a small natural gas boiler, a very small natural gas boiler, a 750 kW emergency combustion gas turbine generator set that fires oil, a 500 kW emergency diesel engine generator set, and two mechanical draft cooling towers.

This project is for the conversion of boiler #10 from a 190 MMBtu/hr coal fired boiler to a 198 MMBtu/hr exclusively natural gas fired boiler with low NOx burners and flue gas recirculation. Because this permit limits the heat input to boiler #10 to 607,000 million Btu per year, it is not subject to New Source Review. The heat input limit effectively limits potential NOx emissions to 18.2 tons per year which is less than the current limit of 145 tons of NOx from this emission unit.

The Department is seeking public comment prior to making a final decision on permit issuance. A draft permit is available for review.

Project Description:

The Town of Grand Island is proposing a trail system approximately five miles in length. The project involves the creation of stone dust trails, natural surface trails, helical pier boardwalks and one bridge crossing.

Construction activities will result in permanent loss of 0.49 acre of state (TW-10 and TW-12) and federal jurisdictional wetlands. The proposed Project will also result in 0.70 acre of disturbance within the 100-ft protected buffer of state jurisdictional wetlands.

To mitigate for the unavoidable permanent loss of wetlands within the Project Site, the Applicant proposes the construction of twelve vernal pools (totaling 2.21 acres) within the Project Site.

Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a Solid Waste Management permit. The Trav-Co storage tank at the Stanley Travis farm will be used for storage of effluent from the Buffalo BioEnergy and Niagara BioEnergy anaerobic digestion facilities. The effluent is generated by the anaerobic digestion of wastes that include manure, biosolids from waste water treatment plants, food waste, fats, oil and greases, energy crops, glycerin, stillage and other by-products from the production of ethanol and bio-diesel. Due to weather and the seasonal nature of this geographic area, land application of the effluent is not always feasible. In these instances, the digestate (effluent from the digesters) will be trucked to this tank for storage. The storage tank was constructed 10 years ago for use by Trav-Co Farms and has a capacity of 1 million gallons. The Department has made a tentative determination and is seeking comments on the proposed regulated activity prior to making a final decision on permit issuance. As such, this tentative determination does not signify Department approval for or endorsement for which a permit is sought.
