Project Description:

Applicant proposes to replace existing single-span bridge over Nine Mile Creek with a new bridge that will consist of two (2) 12-ft lanes and two (2) 4-ft shoulders and new guardrails placed on new abutments 40 feet apart. The bridge will consist of single span pre-stressed concrete beams and a poured concrete deck. Reconstruction of 900 ft of Cheese Factory Rd by raising the roadway profile and sight distance to meet current standards. The road improvement will be composed of two 12-foot lanes and two 4-foot shoulders transitioning to 2 feet at the constriction limits. The road will be constructed with 12 inches of subbase material, 2.5 inches of asphalt binder and 1.5 inches of asphalt top course. Stabilize Nine Mile stream bank without changing its natural course. A series of bendway weirs and longitudinal peak stone protection will be placed along the curve of the creek next to the roadway embankment. The bendway weirs will be 8 ft long. A 40' long X 3.5' deep step pool will be placed immediately downstream of the the bridge to protect the northeast bank from further erosion. Approximately 200 linear feet of rip rap will be placed along the stream bank. A total amount of 538 cu yds of material will be excavated and 300 cu yds of fill will be placed below the Mean High Water Level (MHWL).

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Jul 18, 2013.
