Public Meeting Notice

Oneida Hills Draft Unit Management Plan

The New York State Department of Environmental Conservation (NYS DEC) - Region 6 will hold a public meeting on Wednesday, July 24, 2013, from 6:00 p.m. to 8:30 p.m. in the Steuben Town Hall, 9458 Soule Road, Steuben, NY (turn west off of State Route 12 at Remsen onto Starr Hill Road, turn left on Fuller Road then continue to Soule Road) to accept public comments on a draft Unit Management Plan (UMP) for the Oneida Hills Unit. Persons are invited to attend the meeting to express their ideas and opinions about the management objectives outlined in the draft plan. The public meeting will begin with an open house format, which will allow the public to provide written comments and discuss their thoughts and concerns about the unit with NYS DEC staff. There will also be an opportunity to offer verbal comments. Those unable to attend the meeting may submit comments to the contact person by mail at the Herkimer address below or e-mail at r6ump@gw.dec.state.ny.us for the Winona UMP.

The draft UMP covers nine State Forest areas that encompass 13,460 acres in the Towns of Ava, Boonville, Lee, Steuben and Western in Oneida County, New York. The State forests included in the unit are Buck Hill, Canada Creek, Clark Hill, Jackson Hill, Penn Mountain, Point Rock, South Hill, Webster Hill and West Branch. The draft has been developed to address management activities on these State Forests. The UMP, if implemented as proposed, will help maintain healthy, sustainable, and biologically diverse ecosystems for fish and wildlife and provide continued opportunities for forest product sales, recreational use, environmental education and research.

The New York State lands covered by the proposed plan currently offer many recreational opportunities including hiking, camping, nature observation, fishing, hunting, trapping, snowmobiling, snow-shoeing, and cross-country skiing. No major changes to the current management strategies for the area are being proposed.

The UMP contains proposed maintenance projects for roads, boundary lines and other facilities. A detailed schedule of other activities such as natural resource inventories, mowing, forest product sales, and survey requests are also included.

Winona Draft Unit Management Plan

The New York State Department of Environmental Conservation (NYS DEC) - Region 6 will hold a public meeting on Wednesday, July 17, 2013, from 6:30 p.m. to 8:45 p.m. at the gymnasium of Mannsville Elementary School located in Mannsville, New York 13661, to accept public comments on a Draft Unit Management Plan (UMP) for Winona State Forest. Persons are invited to attend the meeting to express their ideas and opinions about the management objectives outlined in the Draft Plan. The public meeting will begin with an open house format, which will allow the public to provide written comments and discuss their thoughts and concerns about the Unit with NYS DEC staff. There will also be an opportunity to offer verbal comments. Those unable to attend the meeting may submit comments to the contact person by mail at the Lowville address above or e-mail: exsykes@gw.dec.state.ny.us.

The proposed UMP will help maintain healthy, sustainable, and biologically diverse ecosystems for fish and wildlife and provide continued opportunities for forest product sales, recreational use, environmental education and research.

The State lands covered by the proposed plan currently offer many recreational opportunities including hiking, camping, nature observation, fishing, hunting, trapping, snowmobiling, dog sledding, snow-shoeing, cross-country skiing, and all terrain vehicle (ATV) access. New or major changes to existing recreational facilities proposed in the plan include:

• Consistent trail designation;
• The construction of new trails;
• The placement of three privies;
• The installation of improved signage.

The UMP contains proposed maintenance projects for roads and boundary lines and other facilities. A detailed schedule of other activities such as natural resource inventories, mowing, forest product sales, and survey requests are also included.

Negative Declaration

Jefferson County - The Village of Adams, as lead agency, has determined that the proposed Construction of a New Fire Station will not have a significant adverse environmental impact. The action involves the construction of an 11,000 square foot addition to the existing Fire House structure. The project is located in the Village of Adams, New York.

Notice of Acceptance of Draft EIS and Public Hearing

Jefferson and Lewis Counties - The Town of Denmark Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Copenhagen Wind Farm. A public hearing on the Draft EIS will be held on July 9, 2013 at 7:00 p.m. at the gymnasium of the Copenhagen Central School. Written comments on the Draft EIS will be accepted until July 23, 2013. The Draft EIS is available from the contact listed below and on line at: http://www.townofdenmarkny.com/.

The action involves a proposal by the applicant to develop the Copenhagen Wind Farm with a maximum generating capacity of up to 102 megawatts (MW). The project will be located on 63 parcels of leased private land totaling approximately 6,600 acres in the Town of Denmark, New York. The current project design consists of up to 63 GE 1.62 MW wind turbines (or similar) with a 100 meter (328 foot) rotor diameter mounted on an 80 meter (262 foot) or 96 meter (315 foot) tall tubular steel towers. The project will also involve the upgrade or construction of an approximately 16.1 mile system of gravel access roads, installation of approximately 23 miles of buried and / or overhead electrical collection lines and up to three permanent, free-standing 100 meter tall meteorological towers. To deliver power to the New York State power grid, the Applicant proposes to construct a substation / switchyard facility that connects to the power grid via a newly constructed 115kV electrical interconnection line connecting to the National Grid East Watertown substation located in the Town of Watertown. The interconnection route will be comprised of approximately 9 miles of overhead line on wooden or steel pole structures and located within the interconnection corridor located in the Towns of Rutland, Champion and Watertown, Jefferson County, New York.
