Proposed Amendment to Freshwater Wetland Maps

Notice is hereby given pursuant to Article 24 (Freshwater Wetlands Act) of the NYS ECL and 6 NYCRR Part 664 that New York State Department of Environmental Conservation (NYS DEC) proposes to amend Suffolk County Freshwater Wetland Map 16 of 39 to remove an existing mapped wetland, Wetland # MD-15. Maps showing the proposed revision are available at the clerk's office in the village, town and county where the change is taking place and at the NYS DEC Office listed below. Comments on the accuracy of the proposed changes may be mailed to the contact listed below through August 4, 2013.

Positive Declaration

Suffolk County - The Town of Brookhaven Town Board, as lead agency, has determined that the proposed Caithness Long Island II, LLC may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves the construction and operation of a dual-fuel combined-cycle generating facility on an approximately 81.3 acre parcel located in the L-Industrial-1 Zone (Light Industry) of the Town of Brookhaven. The combined-cycle electric generating facility will utilize two F-Class heavy duty combustion turbines with one steam turbine. The project is located north of the terminus of Zorn Boulevard (adjacent to 50 Zorn Boulevard) in Yaphank, Town of Brookhaven, New York.

Suffolk County - The Town of Southampton Planning Board, as lead agency, has determined that the proposed Elite Towers and AT&T of Bridgehampton may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves the construction of a 120 foot tall monopole wireless telecommunications facility on a 16,213 square foot parcel improved with an existing warehouse storage building with accessory parking. The project is located on a 16,213 square feet parcel in the LI-40 Zoning District in the Aquifer Protection Overlay District located at 61 Foster Avenue in the Hamlet of Bridgehampton, Town of Southampton, New York.

Notice of Acceptance of Draft GEIS and Public Hearing

Suffolk County - The Town of Brookhaven Town Board, as lead agency, has accepted a Draft Generic Environmental Impact Statement on the proposed Adoption of The Carmans River Conservation and Management Plan. A public hearing on the Draft GEIS will be held on July 30, 2013 at 6:00 p.m. at the Town of Brookhaven Town Hall Auditorium, One Independence Hill, Farmingville, NY 11738. Written comments on the Draft GEIS will be accepted until August 9, 2013. The Draft EIS is available from the Office of the Town Clerk of the Town of Brookhaven and on line at: www.brookhaven.org.

The action involves the adoption of the proposed Carmans River Conservation and Management Plan of which the goal is to preserve, protect, and restore the water quality in the surface waters of the Carmans River and the various ecosystems and species that are associated with and dependent upon the Carmans River. The proposed Plan delineates a Management Plan Area comprised of the groundwater and the surface water contributing areas shown on the included Map 4a: Management Plan Area and determined by recent groundwater flow modeling performed by Camp, Dresser and McKee for utilization in the Suffolk County Groundwater Model and the Nassau/Suffolk County Portion of Long Island's Source Water Assessment Program (SWAP). Recommendations set forth in the Plan include the purchase of selected parcels, rezoning of parcels and areas, an expansion of the Central Pines Barrens Area and Core Preservation Area, and monitoring
protocols.

The project area encompasses approximately 22,000 acres and includes all or parts of the hamlets of Rocky Point, Coram, Middle Island, Ridge, Yaphank, Shirley, Mastic and Brookhaven, New York. The entire Town of Brookhaven, New York may receive transfer of development.
