Project Description:

The Suffolk County Dept. of Public Works requests to modify their State Pollutant Discharge Elimination System (SPDES) permit for Suffolk County Sewer District No. 21 located on the SUNY @ Stony Brook campus. Specifically, the request seeks to change the upcoming August 1, 2014 Wasteload Allocation (WLA) discharge limit of 40 pounds per day of total nitrogen to 100 pounds per day. The applicant cites unfairness in the imposition of the 40 pounds per day requirement because the plant was already providing nitrogen removal before the analysis of the Long Island Sound was performed during the promulgation of the nitrogen limits.

The Department believes the current limit of technology for sewage treatment plants to reduce nitrogen is approximately 4 mg/l of total nitrogen. This plant's current total nitrogen limit is 82 pounds per day which is approximately equal to the limit of technology amount. The Department has determined that the upcoming limit of 40 pounds per day (1.9 mg/l) is beyond the limit of current technology. The Department also determined that the request for 100 pounds per day in lieu of 40 pounds per day starting August 1, 2014 is not sufficient for the Long Island Sound nitrogen requirements. Therefore, the Department has made a tentative decision to impose the current interim load limit of 82 pounds per day until all of the wastewater treatment plants associated with the Long Island Sound Total Maximum Daily Load Analysis (LIS TMDLA) have completed their upgrades and a new assessment is performed. In the event there is insufficient excess capacity in the 2017 LIS TMDLA reassessment to accommodate the difference between the interim load and the final WLA for this facility, the permittee will be required to reduce their total nitrogen effluent to meet the final WLA of 40 pounds per day.

The Department has made a tentative decision to approve this application for a modification of a permit for an existing discharge of 14,000 gpd of treated laundromat wastewater to groundwater from a Second Generation Aquarelle treatment system at the applicant's facility located at Ronkonkoma Laundromat, 404 Rosevale Avenue, Ronkonkoma.
