Project Description:

DEC has determined to issue a renewed draft SPDES permit for the above-referenced facility. The draft permit would authorize existing discharges to groundwater as follows: This permit authorizes the new subsurface discharge of up to 130 gallons per day (GPD-outfall 013) and 5,752 gallons per day (GPD-outfall 014) of treated sanitary waste through septic tank and leach field systems. In addition, the permit would authorize the continued use of outfalls 001, 002, 003, 004, 005, 006, 007,008,009,010,011 and 012 with discharges of 1,500 GPD, 400 GPD ,200 GPD,2,400 GPD,200 GPD, 1,245 GPD, 200 GPD, 600 GPD, 3,600 GPD, 2,560 GPD, 210 GPD and 450 GPD respectively. The final effluent limitation for this permit is a flow limit of 19,447 gpd from the 14 identified outfalls on the parcel. NY 014 3430.

The New York State Department of Environmental Conservation (DEC) has made a tentative determination to issue a State Pollutant Discharge Elimination System (SPDES) permit pursuant to 6 NYCRR Part 750 for the discharge of 2,031 gallons per day of treated sanitary wastewater, to a sub tributary of the Wappinger Creek (Class C). The proposed discharge is associated with the Osborne Square Commercial Park. A draft SPDES permit (NY- 0274658) with DEC proposed effluent limits and monitoring requirements is available for review at the DEC Region 3 headquarters in New Paltz.

State Environmental Quality Review (SEQR) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

DEC has released for comment a draft SPDES permit for the above referenced facility. The draft permit authorizes a surface discharge of treated sanitary waste to Beecher Brook, WIN D-70-20-61, Class C(T), in the amount of 3,600 GPD. SPDES NY 024 7715 was allowed to expire and this transaction represents a renewal of a pre-existing permit and does not involve new construction or an expansion of existing facilities.
