The New York State Department of Environmental Conservation (NYS DEC) has determined that site ID #344020, known as the Suffern Village Wellfield site may be deleted from the New York State Registry of Inactive Hazardous Waste Disposal Sites. This site is located in the City of Ramapo, within the County of Rockland, and is located on Ramapo Avenue/Suffern Road, 10931. Comments regarding this action must be submitted no later than July 12, 2013. Notice Pursuant To New York State General Municipal Law Section 120-w
On June 4, 2013, the City of Middletown awarded a contract to Taylor Recycling Facility, LLC pursuant to section one hundred twenty-w (120-w) of the New York General Municipal Law for transportation of the City of Middletown's solid waste and also awarded a contract to TBE-Montgomery, LLC pursuant to section one hundred twenty-w (120-w) of the New York General Municipal Law for processing and disposal of the City of Middletown's solid waste. The validity of these contracts or the procedures which led to their award may be hereafter contested only by action, suit or proceeding commenced within sixty days after the date of this notice and only upon the ground or grounds that: (1) such award(s) or procedure(s) was or were not authorized pursuant to that section, or (2) any of the provisions of that section which should be complied with at the date of this publication have not been substantially complied with, or (3) a conflict of interest can be shown in the manner in which the contract(s) was or were awarded; or by action, suit or proceeding commenced on the grounds that such contract(s) was or were awarded in violation of the provisions of the Constitution.

Notice of Acceptance of Draft SEIS and Extension of Public Comment Period
Westchester County - The Town of New Castle, as lead agency, has accepted a Draft Supplemental Environmental Impact Statement on the proposed SG Chappaqua B, LLC SEIS - Proposed Project and Town Board Proposed Amendments to Town Code Chapter 60 and the Town Development Plan. A Draft Supplemental Environmental Impact Statement (Draft SEIS) prepared for the Consolidated Proposed Action described below by the Applicant, SG Chappaqua B, LLC, was accepted as complete by the Town of New Castle Town Board, acting as Lead Agency, for purposes of commencing public review. A Notice of Completion of Draft SEIS dated April 2, 2013 was previously filed, circulated and published in accordance with 6 NYCRR 617.12. A public hearing on the Draft SEIS was held on April 23, 2013 at the New Castle Town Hall, 200 South Greeley Avenue, Chappaqua, New York and was continued on April 29, 2013 at the discretion of the Town Board, at which time(s) members of the public as well as representatives of Involved and Interested Agencies were given the opportunity to provide oral and written comments on the Draft SEIS. The Public Hearing on the Draft SEIS was closed on April 29, 2013. Additional written comments on the Draft SEIS were to be accepted until May 10, 2013; however on May 7, 2013 the New Castle Town Board approved an extension of the public comment period on the Draft SEIS until May 17, 2013. The New Castle Town Board, on May 13th and May 14th received correspondence from the Office of the Watershed Inspector General and the Riverkeeper requesting that the Town Board extend the comment period to enable public comment on the Proposed Action's Stormwater Pollution Prevention Plan (SWPPP) and invasive plant management plan. On May 17, 2013 the New Castle Town Board resolved that the Applicant submit a SWPPP and invasive plant management plan as an Appendix to the DSEIS ("Appendix") and that, for the limited purpose of allowing public comment on the Appendix, the written comment period on the Draft SEIS, scheduled to close on May 17, 2013 was extended to a date thirty (30) days after the date the Appendix is filed with the Town Board and made available for public review in accordance with 6 NYCRR 617.12. On June 3, 2013 the Appendix was submitted to the Town of New Castle. The public comment period for the limited purpose of allowing public comment on the Appendix will close on July 12, 2013. The Draft EIS is available from the Town Clerk's Office, Town of New Castle, 200 South Greeley Avenue, Chappaqua, NY 10514; and Chappaqua Library, 195 South Greeley Avenue, Chappaqua, NY 10514 and on line at: www.mynewcastle.org.
The action involves the New Castle Town Board is considering a proposed Local Law that would amend the Town Development Plan concerning commercial development policies and would amend New Castle Town Code Chapter 60 to adopt new zoning text provisions to establish an Office Park Retail Overlay District but would not map the district but set procedural standards that would apply to the future mapping of an Office Park Retail Overlay District in a Research and Office Business District and set substantive standards that would apply to any development proposed with a mapped Office Park Retail Overlay District. While the Town Board has been considering the Proposed Local Law, it received an "SEIS-Proposed Project Petition in the Application of SG Chappaqua B, LLC" seeking (i) amendment and adoption of the Proposed Local Law and application of the Office Park Retail Overlay District zoning to a portion of the Applicant's Property consisting of approximately 23.9 acres (or 33% of the 71.9 acre B-RO-20 District); (ii) approval of a Preliminary Development Concept Plan for the Proposed Retail Zoned Portion; (iii) amendment of the Preliminary Development Concept Plan and of the conditions therein adopted April 11, 2011, on the zoning to Multi-Family Planned Development of a portion of the Property consisting of approximately 30.6 acres; and (iv) amendment of the Town Zoning Map to map the Proposed Retail Zoned Portion.
The project consists of 114 acres and several adjoining parcels consisting of approximately 6 acres, all located generally east of the Metro-North Harlem Division railroad line and the Saw Mill River Parkway, north of Roaring Brook Road, and west of Bedford Road (NYS State Route 117) and Cowdin Lane in the Town of New Castle, New York and commonly known as the Reader's Digest property. The Property is located in the B-RO-20, MFPD and R-1A Zoning Districts.
