Positive Declaration and Public Scoping
New York County (Manhattan) - The New York State Department of Health (NYS DOH), as lead agency, has determined that the proposed Jewish Home Lifecare - Replacement Nursing Facility Project may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. Written comments on the draft scope will be accepted until July 12, 2013. A public scoping session will be held on June 27, 2013 at 6:30 p.m. at P.S. 163, 163 West 97th Street, New York, New York 10025. The action involves the approval of NYS DOH's of a construction application filed pursuant to Section 2802 of the Public Health Law that would consist of Jewish Home Lifecare (JHL), Manhattan's plan to rebuild its Manhattan Division, which is currently located at 120 West 106th Street in the borough of Manhattan, at a new location at 125 West 97th Street in Manhattan's Upper West Side neighborhood, New York. The Proposed Project would result in the construction of a new 414 bed skilled nursing facility in a single newly constructed building on the Project Site with private and semi-private rooms, replacing the 514 existing, mostly semi-private beds currently located in several older buildings in JHL, Manhattan's existing nursing facility. This would represent a reduction in the NYS DOH certified bed complement of 100 beds. The Proposed Project would redevelop an existing, approximately 31,804 square foot, 88 space surface accessory parking lot located on the project site with a new, 20 story (plus cellar floor), approximately 376,000 gross square foot building.

New York County (Manhattan) - The New York City Department of Sanitation (DSNY), as lead agency, has determined that the proposed DSNY East 25th Street Garage for Manhattan Districts 6, 6A & 8 may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. Written comments on the draft scope will be accepted until 5:00 p.m. on July 24, 2013. A public scoping session will be held on June 25, 2013 from 7:00 p.m. to 9:00 p.m. at the Brookdale Campus Auditorium, Hunter College, 425 East 25th Street, New York, NY. The action involves a proposal by DSNY to construct a garage on a City owned site currently occupied by the Brookdale Campus of Hunter College of the City University of New York on a portion of a superblock that is bounded by First Avenue, Franklin Delano Roosevelt (FDR) Drive, East 25th Street and the former East 26th Street in the Bellevue area of Manhattan Community District 6, New York. The new garage complex would house the District 6 Garage, the District 8 Garage, and the mechanical broom depot that serves Districts 3, 6 and 8 (known as the District 6A Garage). The project, or Proposed Action, would support DSNY's refuse and recycling collection and winter weather emergency services for these districts.
The actions necessary for the proposed project include site selection for a capital project, a rezoning of the project site from R8 to M1-6, a special permit pursuant to the designation of the site as a Large Scale General Development (LSGD) for various bulk waivers, and capital funding by DSNY. These actions are subject to the Uniform Land Use Review Procedure (ULURP) and to New York City Environmental Quality Review procedures (CEQR) and the State Environmental Quality Review Act (SEQRA) and its implementing regulations. The lead agency for the environmental review is DSNY, and the New York City Planning Commission (CPC) is an involved agency.
