Project Description:

The New York State Department of Environmental Conservation has received a request to modify an existing permit. Pursuant to Article 19 (Air Pollution Control) of the Environmental Conservation Law, the Department has drafted a State Facility Permit for the Hanson Jordanville Quarry & Hot Mix Asphalt facility located at 237 Kingdom Road Jordanville, New York 13361. The purpose of the permit is to allow the facility to process aggregate and hot mix asphaltic concrete. The Standard Industrial Classification (SIC) codes representative of this facility are 2951 & 1422.

The facility operates an H&B 6 ton hot mix asphalt batch plant and a portable 5-ton hot mix asphalt drum plant. Each plant, fires #2 fuel oil and/or waste oil, and includes a bag house control device. Each plant consists of a rotary aggregate dryer, elevator, hot screens, hot bins, weight hopper, mixer and truck load out station.

The facility has accepted emission limits to stay below major source thresholds. The facility must also meet the sulfur in fuel oil limits of 6 NYCRR Part 225-1, the opacity and particulate emission limits of 6 NYCRR Part 212, the New Source Performance Standards for Non-metallic Mineral Processing Facilities of 40 CFR 60 Subpart OOO, and the New Source Performance Standards for Hot Mix Asphalt Facilities of 40 CFR 60 Subpart I, in addition to the operating limits mentioned above.

Project Description:

As part of a logging project, the applicant proposes changing the alignment of an intersection to allow safe turns for truck traffic turning on to an existing bridge. The project will occur on privately owned lands. Approximately 266 cubic yards of material will be removed with approximately 110 cubic yards being reused on the opposite side to expand the turning radius. The remainder of the material will be moved to an upland location for disposal. The project will impact a small area of NYS Regulated Freshwater Wetland P-39.

Project Description:

The applicant proposes to install a new 42" diameter sewer line which will generally follow along the same route of an existing 30" diameter sewer line in order to provide additional capacity and redundancy. Approximately 9,600 linear feet in length, the location will diverge from the existing line in the area of North Genesee Street in order to prevent construction conflicts with existing buildings, roads and utilities. Construction will result in 2.20 acres of temporary impacts and 0.43 acres of permanent impacts to NYS Regulated Freshwater Wetlands UE-4, UE-5 and UE-6 and the corresponding regulated adjacent areas.
