Project Description:

The Department has made a tentative determination to approve an application for an existing facility, a State-owned psychiatric hospital serving the borough of Bronx, NY. This application is to construct a new, smaller boiler plant at the facility that will allow the permanent decommissioning of the existing plant. The new plant will provide hot water for the space heating of three buildings on a consolidated campus. Plant emissions will not exceed the major source threshold. Most of the buildings served by the existing plant will be demolished, sold or leased to other entities. Any existing buildings that remain part of the facility campus will be provided with independent, exempt heating systems. The new plant will consist of two Cleaver Brooks boilers each rated at 15.38 mmbtu/hr for hot water and space heating, and five diesel-powered engine generators. The engine generators will be operated strictly as emergency power generating stationary internal combustion engines unless and until these units are enrolled for peak-shaving generation. A cap on non-emergency generator operation of 100 hours per year per unit will be applied in order to meet Federal requirements. Total annual facility-wide NOx emissions are limited to 24.9 tons. The application, draft permit, relvant supporting materials and regulations are available for review during normal business hours at the DEC office provided in this notice. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing notices will contain instructions on filing for party status and submitting comments.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. The report of the survey is on file. No archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Project Description:

The applicant proposes to rehabilitate an existing dock and has requested a 10 year permit for maintenance dredging of a 250 foot by 425 foot area to a depth of 14 feet at an existing asphalt facility.The area would be dredged on as as-needed basis over the duration of the 10 year permit. The reactivation of the dock and delivery of aggregate products by barge for manufacturing of asphalt would reduce truck traffic. The beneficial reuse of approximately 33,000 cubic yards of sediment in aggregate blending and asphalt manufacture is also proposed. The project site is located adjacent to Flushing Bay at 120-01 31st Avenue, Queens.
