Second Pond Boat Launch Site Reconstruction

As prescribed in the approved unit management plan for Second Pond Boat Launch Site, a reconstruction of the existing facility will include 1.1 acres of vegetation to be removed fro the construction of the new parking area. The vegetation removal will include the loss of a total of 636 trees. The Second Pond Boat launch is located at 4468 State Route 3 in Harrietstown, New York.

Negative Declaration

Washington County - The Easton Town Planning Board, as lead agency, has determined that the proposed Dellus Development Corporation Major Resubdivision will not have a significant adverse environmental impact. The action involves the resubdivision of the existing Dellus Development Corporation office lot, being Lot 3 of a previous plat, for the purpose of constructing on the same lot a second office building, and a building for metal fabrication, a light industry. The proposed development is a part of an expansion of the Fort Miller Company business. This will expand the industrial area of the business into a separate lot across Wilbur Avenue. An additional entrance to the lot is planned for truck traffic to and from the fabrication building. The lot is wooded and landscaping will retain much of the woods. The lot is bounded on the south by Town of Easton Critical Environmental Area - One, and Washington County Agricultural District 3. The project is located on the east side of Wilbur Avenue, south of the intersection with Bulson Road in the Town of Easton, New York.

Adirondack Park Agency Notice of Positive Declaration, Completion of Draft SEIS and Additional Public Comment Hearings Scheduled

Project Title: 2013 Adirondack Park State Land Classification Proposal

The Adirondack Park Agency, as lead agency, has determined that the proposed action described below may have a significant impact on the environment. A Draft Supplemental Environmental Impact Statement (DSEIS) has been completed and accepted for the proposed action described below. This notice is issued pursuant to 6 NYCRR Part 617 and 9 NYCRR Part 586, implementing Article 8 (State Environmental Quality Review Act) of the Environmental Conservation Law. Comments are requested and will be accepted by the contact person until July 19, 2013. Public comment hearings are scheduled as set out below.

Project Location:
The classification proposals involve lands in the Towns of Minerva and Newcomb, Essex County and the Town of Indian Lake, Hamilton County. Brief Project Description:
The proposed action involves the classification and reclassification of State lands pursuant to Section 816 of the Adirondack Park Agency Act and the Adirondack Park State Land Master Plan. The state-owned lands impacted include four parcels of land to be classified and three adjacent parcels of land to be reclassified, ranging from approximately 42,098 acres to 47,486 aces. The Draft SEIS containing more detailed maps, tables and narrative describing the proposed action is available at the Adirondack Park Agency and on the Adirondack Park Agency's website at: www.apa.ny.gov.

SEQR Positive Declaration Reasons Supporting This Determination:

The Final Programmatic Environmental Impact Statement: Guidelines for Amending the Adirondack Park State Land Master Plan (1979) (FPEIS) defines classification of any new acquisition of a parcel greater than 5,000 acres to Wilderness, Primitive or Canoe as a Type 1 action under SEQRA. The Agency is considering several classification alternatives, including alternatives for classification of over 5,000 acres as Wilderness, Primitive or Canoe. Therefore this action is a Type 1 action under the FPEIS and SEQRA.

The APA has determined that at least one of the classification alternatives may have a significant impact on the environment. A draft supplemental environmental impact statement has been prepared in lieu of an EAF, pursuant to 6 NYCRR 617.6(a)(4).

Description of the proposed action is available on the Adirondack Park Agency's website at: www.apany.gov or at the Adirondack Park Agency's headquarters in Ray Brook.

The purpose of the hearings is to afford an opportunity for public comment. Any person may present an oral or written statement in regard to the proposed classifications. Staff will be available to answer questions prior to the hearing. Written comments will be accepted through July 19, 2013. Public comment hearings will be held according to the following schedule and locations:
