The New York State Department of Environmental Conservation (NYS DEC) has received a Brownfield Cleanup Program (BCP) application and a Remedial Investigation Work Plan from LCOR 55 Bank Street LLC for a site known as the Young Coal & Lumber Site, site ID C360131. This site is located in the City of White Plains, within the County of Westchester, and is located at 55 Bank Street, White Plains, NY 10601. Comments regarding this application must be submitted no later than June 28, 2013. Negative Declaration

Dutchess County - The Town Board of the Town of Rhinebeck, as lead agency, has determined that the proposed Local Law No. 2, 2013, Amendment of Town Code Chapter 125, Zoning will not have a significant adverse environmental impact. The action responds to the January 8, 2013, Petition for Zoning Amendment by Coregroup Properties, LLC, for: (1) amendment of the Zoning Map to reclassify a 7.4 acre parcel, as Office Research Park (ORP) District from its current Rural Countryside (RC5) District designation; and [2] amendment of the District Schedule of Use Regulations, under Business and Service Uses, to add a new use, "special event venues", which would be permitted within the ORP District subject to a issuance of a special use permit and grant of site plan approval.

Any proposal to complement or replace the uses present today on the 7.4 acre parcel with a "special event venue", or any of the uses permitted upon reclassification to ORP District or to establish a "special event venue" elsewhere within the ORP District, will be subject to compliance with the procedures, standards and requirements set forth within Town Code Chapter 125, Zoning, and all other applicable laws, codes, rules and regulations.

The project is located on the west side of Middle Road opposite the present Office Research Park (ORP) District lying in its entirety on the north side of NYS Route 9G and east of Middle Road, Town of Rhinebeck, New York.

Westchester County - The Town Board of the Town of North Salem, as lead agency, has determined that the proposed Highway Garage at Salt Shed Site will not have a significant adverse environmental impact. The action involves the construction of a new 9,600 square foot highway garage and offices on the same property as the existing Town of North Salem salt shed, including associated pavement surrounding the new building, a subsurface septic disposal system, and modification/expansion of an existing stormwater management basin and controls. The project is located at 248-50 June Road in the Town of North Salem, New York.

Notice of Acceptance of Draft SEIS and Extension of Public Comment Period

Westchester County - The Town of New Castle Town Board, as lead agency, has accepted a Draft Supplemental Environmental Impact Statement on the proposed SG Chappaqua B, LLC - Proposed Project and Town Board Proposed Amendments to Town Code Chapter 60 and the Town Development Plan. On May 17, 2013 the New Castle Town Board resolved that the Applicant submit a SWPPP and invasive plant management plan as an Appendix to the Draft SEIS (Appendix) and that, for the limited purpose of allowing public comment on the Appendix, the written comment period on the Draft SEIS, scheduled to close on May 17, 2013 was extended to a date thirty (30) days after the date the Appendix is filed with the Town Board and made available for public review in accordance with 6 NYCRR 617.12.

The action involves the New Castle Town Board is considering a proposed Local Law that would amend the Town Development Plan concerning commercial development policies and would amend New Castle Town Code Chapter 60 to adopt new zoning text provisions to establish an Office Park Retail Overlay District but would not map the district but set procedural standards that would apply to the future mapping of an Office Park Retail Overlay District in a Research and Office Business District and set substantive standards that would apply to any development proposed with a mapped Office Park Retail Overlay District. While the Town Board has been considering the Proposed Local Law, it received an "SEIS-Proposed Project Petition in the Application of SG Chappaqua B, LLC" seeking (i) amendment and adoption of the Proposed Local Law and application of the Office Park Retail Overlay District zoning to a portion of the Applicant's Property consisting of approximately 23.9 acres (or 33% of the 71.9 acre B-RO-20 District); (ii) approval of a Preliminary Development Concept Plan for the Proposed Retail Zoned Portion; (iii) amendment of the Preliminary Development Concept Plan and of the conditions therein adopted April 11, 2011, on the zoning to Multi-Family Planned Development of a portion of the Property consisting of approximately 30.6 acres; and (iv) amendment of the Town Zoning Map to map the Proposed Retail Zoned Portion.

The project consists of 114 acres and several adjoining parcels consisting of approximately 6 acres, all located generally east of the Metro-North Harlem Division railroad line and the Saw Mill River Parkway, north of Roaring Brook Road, and west of Bedford Road (NYS State Route 117) and Cowdin Lane in the Town of New Castle, New York and commonly known as the Reader's Digest property. The Property is located in the B-RO-20, MFPD and R-1A Zoning Districts.
