DEC proposes to issue a draft SPDES permit for a modification of the existing permit for Pocantico Hills Water Filtration Plant in Town of Mount Pleasant. The Town of Mount Pleasant proposed a modification of the SPDES permit to discharge clarified backwash supernatant and its filter to waste systems of 100,000 gpd to Rockefeller Brook a Class C stream. The existing system is comprised of four water supply lakes, a pump station, a water filtration plant and distribution systems. The filter plant includes package upflow clarification/rapid gravity filtration. This draft permit is for the discharge of backwash water from filters and sludge clarifier overflow.
