Project Description:

Proposed is a modification and renewal of an existing Solid Waste Management permit that facilitates the construction of a golf course at Ferry Point Park, in the Throgs Neck section of the Bronx, NY, on the site of a former municipal landfill. The project initially received a permit for construction and operation of a nonspecific "facility" (under section 6 NYCRR Part 360-1.9(b) ) for the purpose of bringing fill to the site and using it to construct a golf course, community park, waterfront park and associated facilities at Ferry Point Park in July 2000. The permit has been modified four times including a correction to the total quantities of fill and cover material required to finalize site contours, currently estimated at a total 2,514,000 cubic yards of fill ( in place volume), consisting of 2,120,000 cubic yards of fill for the shaping layer and an adjusted to 394,000 cubic yards of soil as cover material. This modification proposes additional changes to the permit application and includes a number of minor but significant project aspects such as the site wide characterization of ground water that will result in the installation of ground water monitoring wells across the site; scheduled methane monitoring and the development of a landfill gas management plan; changes to filling and grading where the acceptance of sand was determined consistent with the soil classifications in the permit; clarification of site drainage; details of a post construction site management plan.

The project site is located in Bronx Community District 10, Block 5583, Lot 100 & Block 5622, Lot , on the eastern portion of Ferry Point Park, bounded by the Bronx Whitestone Bridge to the west, Balcolm, Miles & Emerson Avenues to the east, Schley Avenue to the north, and the East River to the south.

Availability of Application Documents:

Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

SEQR Lead Agency: NYC Dept of Parks & Recreation

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Jun 21, 2013.
