Project Description:

The New York City Economic Development Corporation proposes to subdivide two lots in the vicinity of the Goethals Bridge on Staten Island: Richmond County Tax Block 1895, Lot 1, and Block 1885, Lot 75. The northern lots resulting from this subdivision would be sold to the Port Authority of New York and New Jersey for the right-of-way for the new Goethals Bridge. The southern lots would be retained by the City of New York and transferred to the Department of Parks and Recreation, along with another nearby lot. In total, the acreage transferred for the new Goethals Bridge would be about 8 acres, and the acreage transferred for new parkland would be about 41 acres.

Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

The applicant proposes to construct two one-family semi-detached houses. The rear deck and stairs of the proposed houses are located within the adjacent area of NYSDEC regulated Class I Freshwater Wetland NA-9 (Dongan Hills). Non combustible material will be used for external walls and the buildings will be sprinklered. Due to high ground water table storm water will be discharged to the wetland area. First floor elevation and basement construction will comply with FEMA advisory base flood elevation maps. Project Description:

The applicant proposes to construct 4 one-family and 4 two-family houses on previously developed property. Portions of the proposed four one-family houses are located within the adjacent area of NYSDEC regulated Class I Freshwater Wetland AR-15 (Tottenville). Existing storm water balance from the site will be maintained by overland flow and storm sewer detention connection. Sanitary waste will be discharged via sewer extension in Bedell Avenue. A deed restricted vegetated area of no-disturbance is proposed to be established between the wetland and the developed area. The project site is located at 405 and 421 Befell Avenue, Staten Island, Block 7780, Lots 20 & 25.
