Project Description:

The applicant proposes to install a new public supply well to a depth of 560 feet with a pump capacity of 1,388 gallons per minute. The well is to be used for public water supply purposes and will be part of the Port Jefferson - Farmingville High water supply system that serves the northern and central portions of the Town of Brookhaven. The project is located at the College Road Well Field, located on the west side of College Road, 250 feet north of Horse Block Road, Farmingville, Town of Brookhaven, Suffolk County, SCTM# 0200-600-6-33.

Project Description:

The Department has prepared draft permits and made a tentative determination to approve the application to renew the Title IV and Title V permits for the continued operation of two (2) simple cycle GE LM6000 combustion turbines firing only natural gas, and to approve the request to modify the Title V permit to authorize an increase in the facility's maximum electrical output from 79.9 megawatts (MW) to 95 MW by relaxing a permit condition.

Facility emissions of nitrogen oxides (NOx) will continue to be limited to the existing cap of 22.5 tpy, and other criteria pollutants will still not exceed the National Ambient Air Quality Standards (NAAQS). However, the facility is now subject to Part 231-8 Modifications to Existing Major Facilities in Attainment Areas (Prevention of Significant Deterioration (PSD)) for emissions of carbon dioxide (CO2e) and particulate matter (PM-10). The facility is required to meet a best available control technology (BACT) emission rate of 1300 pounds of CO2 per MW hour gross electrical output (output-based limit), and is limited to 285,850 tons per year of CO2e emissions. The facility is also limited to 27.25 tons per year of PM-10 as a BACT limit.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.3(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Comments and requests for a public hearing should be in writing and addressed to the Department representative listed below.
