Project Description:

The applicant is proposing a new 4.5 acre life of mine sand mine on an approximately 40 acre parcel. The proposed mine is located on River Edge Road off of Co. Rte 16 in the Town of Bangor, Franklin County. The location is currently an agricultural field. Visual and noise impacts will be mitigated with a earthen berm on the eastern border. Material would be excavated to a maximum depth of 12', with a 2H:1V slope. The reclamation objective of the mine is a vegetated building lot with stable slopes. The proposed mine hours of operation would be from Monday to Friday from 7:00 AM to 4:30 PM and Saturday from 7:30 AM to 2:00 PM.

Project Description:

The Department of Environmental Conservation (NYS DEC) proposes to reconstruct the public boat launch and parking area on Second Pond. The parking area will be increased from 1.5 acres to 2.26 acres. The existing boat launch and two docks will be removed and replaced. The comfort station will also be rehabilitated. The construction would effect 1741 square feet of State and Federal wetlands, this will be mitigated by the creation of 6109 square feet of wetlands. The project is located on NYS Route 3 in the Town of Harrietstown on State land along the Saranac River. The Saranac River is classified as a recreational river. This project is also under review by the APA (#2013-50).

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
