The Department has prepared a Draft Permit and has made a tentative determination to approve the application for the revision of Air State Facility Permit. Aircraft Protective Systems is involved in chromium and sulfuric acid anodizing and spray coating of aerospace aluminum and steel parts. The 2 Emission Units of the facility consist of coating in spray booths and drying of coated parts in an oven, and cleaning and anodizing of aluminum and steel parts in chromium and sulfuric acid baths. The spray coating and drying unit consists of 5 Emission Points which are associated with 3 spray booths and two drying ovens. The cleaning and anodizing consists of 2 Emission Points which are associated with emissions from chromic and sulfuric acid anodizing tanks. Facility emissions will not be increased as part of this modification.

Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue an Air State Facility Permit to an existing facility which formerly held a General Permit for Small Combustion Installations. The Pilgrim Psychiatric Center is a State-owned inpatient, outpatient, and residential facility providing a variety of health services to the people of Long Island. It consists of 22 buildings that are heated by a centralized power plant containing five (5) dual-fuel, Cleaver-Brooks, low-emitting boilers. The plant combusts natural gas as its primary fuel and is capable of combusting distillate oil. Sixteen exempt, emergency power generating diesel engines are located at the facility. The facility NOX emissions are capped at 22.5 tons/year.
