Project Description:

The Department is proposing a department initiated modification to the SPDES permit for AES Cayuga LLC Generating Station. The station is a 305 megawatt coal fired station, located on the east bank of Cayuga Lake, approximately 12 miles from the lake's southern tip. Constructed in the early 1950's, the station withdraws a maximum of 245 million gallons per day of water for "once through" condenser cooling.

The SPDES permit is being modified by the Department to require the installation of cylindrical wedge-wire screens and variable speed drives and thus reduce impingement mortality and entrainment equivalent to that achievable with closed-cycle cooling. The modification also requires the applicant to submit an approvable Cylindrical Wedge-wire Screen (CWWS) Feasibility Study Plan, Installation and Operation Plan, and a Verification Monitoring Plan. The CWWS feasibility study results will determine the wedge-wire screen slot size. These steps are consistent with requirements of DEC Policy Document CP-52 Best Technology Available for Cooling Water Intake Structures (http://www.dec.ny.gov/docs/fish_marine_pdf/btapolicyfinal.pdf) and in accordance with 6NYCRR Section 704.5, Intake Structures, and Section 316(b) of the federal Clean Water Act (CWA). The location, design, construction, and capacity of cooling water intake structures must reflect the best technology available (BTA) for minimizing adverse environmental impact.

State Environmental Quality Review (SEQR) Determination:

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than May 24, 2013.

Project Description:

The applicant proposes to develop and operate a new solid waste transfer station that accepts municipal solid waste (MSW) and construction and demolition debris as defined in 6 NYCRR 360-1.2(b) at its facility on Bishop Road in the Town of Newfield in Tompkins County. The property is 11.53 acres. The proposed project involves the construction of a solid waste transfer station on approximately 2.3 acres. The facility includes the construction of a 2,750-sf building for the delivery, sorting and transfer of solid waste and installation of a truck scale. The facility will accept 150 tons per day (TPD) of municipal solid waste, construction and demolition debris, and commercial and household waste. Materials such as hard fill, clean wood and recyclables (metal, plastic, glass, etc.) will be recovered and clean wood will be processed for wood chips and mulch. The facility will not accept hazardous, industrial, liquid or medical wastes.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:
