Project Description:

The Horseshoe Lake Association proposes to control water levels in Horseshoe Lake for a period not to exceed 15 days. Water levels will be held below the control structure outfall at a level which will ensure no or minimal discharge from the lake. The draw down and water level control is a component of an aquatic herbicide application of REWARD (Diquat dibromide) for Eurasian water milfoil control. The aquatic weed permit application is pending with the Department, and has been processed in compliance 6 NYCRR Part 327 regulations. The herbicide application will not be applied within regulated wetland ST-1, or the 100 ft. adjacent area. The project site is Horseshoe Lake, south of Horseshoe Lake Road, approximately 1/2 mile from the C.R. 19B intersection.

Project Description:

The applicant, in partnership with the US Fish & Wildlife Service, proposes to restore and stabilize the stream channel along approximately 250 lineal feet of the Class C (TS) Reynolds Gully stream, ONT -117-27-34-P44-7-1-2, to facilitate native brook trout passage up and downstream of a non functional water control structure impoundment area and spillway. The concrete spillway will be removed and 14 stone and log step pool structures will be installed within the southern stream channel to create a stable, gradual gradient that will allow fish access to approximately 2 miles of the stream and tributaries headwaters. The site will be seeded and vegetated along the streambank with riparian plantings to reduce erosion and improve stream habitat function. The project is located on a 306 acre parcel on Reynolds Gull Rd. within the Hemlock Lake watershed in the Town of Springwater, Livingston County.

Project Description:

The Department has made a tentative determination to issue a permit modification to the Ferro Corporation SPDES permit which authorizes the discharge of process wastewater, non-contact cooling water, stormwater and treated sanitary effluent to Seneca Lake, which is classified for trout and drinking water. The proposed modification is a change in the temperature limit from 3 to 9 degrees Fahrenheit due to the lack of effluent from the former upstream power plant which has resulted in the higher temperatures. Based on data provided, the dilution ratio for the outfall was recalculated to 2:1 which allows for the higher discharge temperature to be discharged in compliance with thermal discharge regulations and state water quality standards. The effluent travels from an outfall pipe directly east of the plant, drops 20 feet in height, and travels 150 feet through a federal wetland area, before it reaches the lake. As a tentative determination, the Department seeks comments prior to making a final decision. The file is available at NYSDEC Region 8 in Avon.
