Project Description:

The Department of Environmental Conservation (DEC) has prepared a draft permit and has made a tentative determination to issue a renewal to State Pollutant Discharge Elimination Systems (SPDES) permit (NY#0020621) for the surface discharge treated wastewater to the Genesee River, a class C(T) water. The facility discharges treated sewage through Outfall 001 and has a design flow of 2.2 mgd. Treatment at the facility consists of grinder, aerated grit chamber, primary settling, two stage trickling filter, final clarification, and chemical removal of phosphorus. Sludge is digested anaerobically, dried, pressed and disposed of at the Allegany County Landfill. DEC proposes to incorporate the following modifications to this permit: A Water Quality Based Effluent Limit for Ammonia and Total Phenolics has been added. A six month period will be granted to achieve the effluent limit for Ammonia. An action level for Total Copper has been added. The action level and monitoring frequency for Aluminum has been reduced. A short-term high intensity monitoring program has been added. Influent sampling location has been moved. A Mercury Minimization Program and Whole Effluent Toxicity testing has been added.

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0094781), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS).

The Dresser-Rand Turbo Projects Division facility has a design flow of 1 mgd. The facility discharges non-contact cooling water, stormwater, and blowdown water. Sanitary wastewater is discharged to municipal sewer. The following changes to the permit are proposed: Permit pages and conditions have been updated, renumbered and reordered, and reflect current permit language, DEC guidance, and format. Limits and monitoring for parameters have been updated. The monitoring requirements and action level for mercury has been removed. A short term high intensity monitoring requirement for Mercury has been added. A monthly monitoring requirement and a water quality based effluent limit for copper have been added, and action level for copper has been removed. Action levels for Chloroform, Dichlorobromomethane, Methylene Chloride, 1,1,1-Trichloroethane, and 2,4 Dinitrotoluene have been removed. A more stringent effluent limit for Total Residual Chlorine has been added, along with a compliance schedule. Industrial Best Management Practices have been updated. Action levels have been adjusted. Whole Effluent Toxicity testing has been added. Water Treatment Chemicals requirement has been added.
