Project Description:

The applicant proposes a wetland restoration and stream bank stabilization project located at the northern edge of the SUNY Oneonta campus, along the east side of West St. in the town of Oneonta. The project consists of removing 0.62 acres of fill and 0.14 acres of stone from federal wetlands. Additionally they propose to create 0.48 acres of new federal wetlands, stabilizing approximately 690 feet of stream channel with coir logs, live fascines, coir mat blankets, live stakes, and resetting a culvert.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

SEQR Lead Agency: State University of New York

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. The report of the survey is on file. No archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Apr 18, 2013.

The applicant proposes to construct 16,000 linear feet of new sanitary sewer main, with associated appurtenances and grinder pumps, to serve the western Burden Lake area. The project will result in temporary impacts to the adjacent area of Freshwater Wetland N-9. The project is located along Burden Lake Rd, between Brook Spring Ave and Hoags Corners Rd, and associated side streets.
