The Department has made a tentative determination to approve this application for a re-issuance of SPDES permit # NY 026 4822 for the Camp Divrei Yoel at 4339 NYS Hwy 55, Town of Bethel, Sullivan County, for the discharge of a total of 33,711 gallons per day (gpd) of sanitary waste to groundwater from Outfalls 001-010. The previous permit expired January 1, 2008. Two outfalls are proposed for expansion to accommodate an increase in the service population from additional dormitories at Camp Nachlas Yakov (DEC Permit 3-4820-00092/00003). Outfall 007 will increase from 4536 gpd to 7752 gpd and Outfall 009 from 10584 gpd to 15064 gpd; for a total increase of 7696 gpd.

A draft SPDES permit is available for review at the DEC Region 3 headquarters in New Paltz.

Project Description:

Applicant is proposing a 19.93 acre, unconsolidated sand and gravel mine located on a 50.59 acre parcel that is part of the Robert Stap Farm. The entire farm encompasses 116 acres of land in the Town of Shawangunk, Ulster County and the Town of Crawford, Orange County. All mining is proposed in the Town of Shawangunk, Ulster County. The proposed mine site is currently an existing farm field used for growing alfalfa and hay. The proposed mine will involve the removal of approximately 300,000 cubic yards of material over a 5 year period. Ingress and egress to the mine site will be via Drexel Drive located in the Town of Crawford, Orange County. No onsite processing is proposed. Mining will be conducted via the use of a track excavator, bulldozer, dump truck and a wheeled loader. The reclamation objective of the mine is to eliminate steep portions of the existing farm field and lower the overall elevation of the site to produce a more gently sloped farm field.
