Project Description:

The Department has made a tentative determination to approve a new Air State Facility Permit application for an existing facility that formerly held an ASF for Small Combustion Installation. The facility is a medical institution that operates a combustion installation consisting of two boilers rated at 15 mmBtu/hr each firing natural gas or #2 fuel oil. There are two exempt boilers (less than 10 mmBtu/hr each). Also, the facility operates four natural gas fired emergency generators and one diesel emergency generators which are exempt sources. The facility NOx emissions are limited to 24.9 tons per year. The facility is subject to the provisions of State Facility requirements specified under 6NYCRR 201-7. The application, draft permit, relevant supporting materials and regulations are available for review during normal business hours at the DEC office provided in this notice. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing notices will contain instructions on filing for party status and submitting comments.

The Department has prepared a draft permit and has made a tentative determination to issue a Title V modification for a hospital that operates two 23.4 mmBtu/hr Union Iron Works boilers and one 31.6 mmBtu/hr Keepler CP Boiler, both firing No. 6 fuel oil, and two exempt emergency generators. The applicant is planning to remove their current three boilers with three new Cleaver Brook Boilers each rated at 20.412 mmBtu/hr.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Project Description:

The applicant proposes to construct a temporary ridgeline of sand dunes to provide interim emergency shoreline protection from storm surges along Staten Island beaches which have been severely eroded by Superstorm Sandy. One dune line will run from Oakwood Beach to New Dorp Beach, and a second line will run along South Beach. The dunelines will crest for a fifteen-foot width at +13 feet NAVD and have one-on-three side slopes. Sand for the dunelines will be from clean upland sources and will be trucked in. The duneline is designed and intended to last until permanent sand nourishment and beach reconstruction is provided at these locations and others by the U. S. Army Corps of Engineers using funds authorized by Congress for post-Sandy recovery.
