Project Description:

The applicant proposes to expand the existing sand and gravel mine to add 6.9 acres to the currently approved 2.9 acres life of mine area within a 26.5 acre parcel of land. The project site is the applicant's property. The mine is located along the Lewis and Oneida County border on the east side of River Road, approximately 3 miles south of the Village of Port Leyden in the Town of Lyonsdale, Lewis County. The mine is intended to operate as a traditional surface mine extracting CkE Colton loamy sand and cobbly loamy sand which is the primary soil type on the site. Mining is proposed to take place above the local water table. Excavation will be done by mechanical equipment, standard for sand and gravel mining operations. Mining is proposed to remove approximately 2,000 tons per year of aggregate sand and gravel over the estimated 10 year operational life of the mine. Material will be stockpiled as unprocessed "run of bank", or processed with portable screens and crushers. Maximum processing rates for the screen and crushing operations will not exceed 150 tons-per-hour (TPH). Final reclamation will restore the site to a +/- 6.9 acre uniformly graded and re-vegetated open landscape. The reviewed life-of-mine(LOM) expansion is 6.9 acres.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Apr 12, 2013.

Project Description:

The proposed project involves the replacement of a single-span single lane bridge with a single-span two lane structure. New concrete abutments will be constructed and armored with heavy stone fill. An abandoned pier in the river will be removed. Appropriate sediment control measures will be utilized.

Based on the information provided in cultural resources survey reports for this project, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have an impact on registered or eligible archaeological sites or historic structures. Measures have been undertaken in consultation with OPRHP to avoid or mitigate impacts to registered or eligible resources. These agreed upon measures conclude the SHPA review.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
