Project Description:


Columbia County proposes to remove the existing bridge (BIN 3342530) that carries County Route 16 over Hollowville Creek, a Class C(ts) trout-spawning stream, and replacing it on an improved horizontal and vertical alignment along a newly constructed highway section of County Route 16. The existing bridge will be completely removed to one foot below the existing stream bed elevation, and stream banks will be regraded to allow for proper bank-full width and depth. Final grade of the restored stream banks will be at most a 1 foot on 2 foot slope and permanent erosion protection will be installed, including placement of geotextile bedding, topsoil, live-stake plantings, and seeding. Rootwads will be installed on the outside curve of the stream bed to provide additional bank stability in areas where proposed grades are steepest.

The replacement bridge (BIN 3370950) will be a single span, prestressed concrete voided slab superstructure, 15 inches deep, with a 6-inch composite concrete deck. The superstructure will be supported on cast-in-place concrete integral abutments founded on driven H-Piles. The structure will include cast-in-place wingwalls that are cantilevered from each end of the abutments. The proposed structure will be jointless and approach slabs will be constructed on both ends.

At Thielman Road Extension crossing of Hollowville Creek, two 6.1-foot by 8.5-foot oval corregated metal culvert pipes, as well as associated headwalls and wingwalls, will be removed because the portion of road located north of the crossing will be abandoned as part of this project. Stream banks will be restored and stabilized at this location, and a double-drop cross vane will be installed to reduce the potential for head cutting or other potential hydraulic impacts from the permanent removal of these culverts.

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant proposes to renew and modify an existing State Pollutant Discharge Elimination System permit. The modification includes updated contacts for the permittee and treatment plant chief operator, updating the permit to include the State and Federal Regulations for recording, reporting and additional monitoring requirements, the addition of a mini pretreatment program to be included in the permit, and a Short Term High Intensity Monitoring Program has been updated in accordance with the permit application and Department policy. The modification will allow the connection of sanitary and industrial wastewater discharge from the new Amphenol plant portion that is relocated to Western Delaware Ave.

The department has made a tentative determination to issue a modified permit under Article 17 of the Environmental Conservation Law. This tentative determination indicates that the discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time. As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance. As such, this tentative determination does not signify department approval for or endorsement of the activity for which a permit is sought for for the overall proposed project.
