Project Description:

This is a re-notice from a previously noticed draft SPDES permit for this facility. The department has re-drafted a permit to modify SPDES permit number NY0000132 for the Massena East Plant located in the Town of Massena, St. Lawrence County according to Alcoa's proposed MMP. Compared to the 8/20/2012 draft permit, which was previously noticed on 8/22/2012 the following changes have occurred: - Outfall 001 limits were revised for the following parameters: Aluminum Total, Copper Total, Fluoride Total, Nickel Total, and Selenium Total. Total Residual Chlorine limit was removed since chlorine is no longer used. - Outfall 001 and 01A, monitoring only was added for Sulfate. - Several parameters have been modified in an effort to resolve the existing consent order; see below part II.D. Compliance History. - Outfall 01A limits were revised for the following parameters: Total Suspended Solids, Aluminum Total, Antimony Total, Fluoride Total, Benzo(a)pyrene, and Benzo(b)fluoranthene. - Outfall 003 limits were revised for the following parameters: Copper Total and Phenols Total. - Outfall 002E renamed 02E. - Outfall 010 limits were revised for Benzo(a)pyrene. - Outfall 011 was removed since it is clean non-industrial stormwater. - Sum of Outfalls 001, 003, 005, 008, and/or 010 limits were revised for all parameters. - Minor updates on wastewater type for several outfalls. - A few changes in monitoring frequency. - Total Cyanide and Total Phenols sample type changed from 8 hr comp. to grab and permit footnote 8 was removed, with renumbered footnotes. - Corrections were made to the authorized Water Treatment Chemicals table. - Water Quality Based Limits were revised based on toxic parameters dilution of 100:1 chronic and 50:1 acute. - WET testing language was updated, including dilution of 100:1 chronic and 50:1 acute. - Schedule of Submittal was added for short term Total Chloride monitoring. - Schedule of Compliance was added with interim limits for Sum of Outfalls 001, 003, 005, 008, and/or 010 Benzo(a)pyrene, Benzo(b)fluoranthene, Benzo(k)fluoranthene, and Indeno(1,2,3-cd)pyrene. - Water Quality Based Limits for Chrysene were added to external outfalls due to limits below analytical detection.

Availability of Application Documents:

Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Apr 05, 2013.
